The rating presents an assessment of Russian airlines and foreign carriers operating flights to Russia in terms of price/quality ratio. To assess the quality, we took as a basis the results of the study “Service in the Russian Skies” by the Aviaport agency. Under the guise of “secret passengers,” agency experts checked the level of airline service at all stages: from buying a ticket to getting off the plane after the flight. During the study, over 80 flights with a total duration of more than 15 days were completed. To evaluate the pricing policy specifically for Forbes, the Russian metasearch engine for airline tickets Aviasales analyzed the sales of selected airlines for 11 months of 2016 for approximately 500 flights and for each flight displayed the average bill of one adult passenger. We divided the flights into groups depending on the duration of the flight (12 groups on domestic routes and 12 groups on international lines) and compared pricing policy airlines in each group, assigning points: the cheaper the tickets, the higher the point (maximum - 50). In addition to the generally accepted safety index scoring systems, there are other classifications of companies that are provided by some agencies. Thus, British researchers study companies based on their punctuality, where one of the lines was taken by the Russian S7 Airlines.

The creators of the service emphasize that their calculations are not based on data on disasters, since such incidents may not be the fault of the airlines.

Agency experts visit companies to identify and compile a rating. In this case, carriers are not assigned marks or indices, but stars.

Seven companies were awarded five stars, including two companies included in the Jacdac and EASA ratings. These are Cathay Pacific Airways and Qatar Airways.

Russian airlines are also on the list. Thus, S7 Airlines and Aeroflot received three stars in the rating, and the Rossiya company received two stars.
