Why do we need subsidized air transportation?

The air transportation subsidy program has been operating in the Russian Federation since 2014 and is aimed at increasing the availability of airline services.

Exchange and return of subsidized air tickets

For example, S7 Airlines charges the following fare per flight segment.

When returning or exchanging air tickets purchased at a reduced price due to a change in date or route: until the end of registration, compensation for the flight segment in the amount of 1000 rubles will be withheld; in case of no-show for the flight and subsequent exchange or return, compensation will already be about 5000 rubles depending on the direction.

The largest and most basic subsidy program is carried out in accordance with the Decree of the Government of the Russian Federation of December 25, 2013 No. 1242 “On the provision of subsidies for the implementation air transport on the territory of the Russian Federation."
A narrower, but most popular program is regulated by Decree of the Government of the Russian Federation No. 362 of April 27, 2016 “On approval of changes to the Rules for the provision of subsidies to air carriers to Simferopol and back.”
In the Volga Federal District, along with all-Russian ones, there is an internal Program in accordance with Decree of the Government of the Russian Federation of July 29, 2013 No. 634 “On subsidizing air transportation within the Volga Federal District.”
A separate program includes Resolution No. 1056 of October 3, 2015. “On the procedure for providing subsidies for the transportation of passengers from the Far East to the European part of the country and back.” Initially, the idea of subsidizing flights was to provide communications with hard-to-reach areas, which include Siberia and the Far East.

The air travel affordability program is one way to increase demand for air travel not only during seasonal periods, but throughout the year. For this purpose, the time frame for preferential air transportation was extended.

Throughout 2019, the air travel subsidy program will be valid from April to November inclusive.

Since the subsidized air transportation project was launched in 2013, it was impossible to immediately predict which destinations would be most in demand.

Currently, an analysis of the effectiveness of the Program has been carried out and significant changes have been prepared for 2018.

The main thing for air carriers will be to redistribute the burden of compensating for subsidies from the state. If previously the federal budget bore 60% of expenses, and the remaining 40% was added from the regional budget, then from this year the distribution will be in equal shares of 50%. Whether this will entail an increase in the cost of air tickets will become clear with the opening of seasonal sales.

In addition, Rosaviation has expanded the list of cities participating in the Air Transportation Subsidy Program. Since 2018, it has included: Samara, Ulyanovsk and Saratov, as well as Arkhangelsk, Yekaterinburg, Sochi, Kaluga, Murmansk, but at the same time it has reduced subsidized flights within Privolzhsky Federal District and removed the Kaliningrad-Simferopol route.
