How to buy subsidized air tickets

You can buy subsidized (preferential) air tickets only from airlines or ticket agencies (air ticket offices) with which airlines cooperate. To make a purchase, you must provide documents proving the identity, citizenship and age of the passenger.

Companies have appeared on the Internet that allegedly issue subsidized air tickets online. Please note that subsidized air tickets are not sold online, but only at ticket offices of airlines and their representatives. If there are no airline representatives in your city, check with the airline’s call center for the address of the nearest representative office.

Subsidized air tickets are exempt from commission by law and additional fees. Airlines do not charge commissions or fees when selling subsidized air tickets. There have been cases where ticket agencies charged a commission, so before purchasing subsidized air tickets at a ticket agency or ticket office, check to see if they will charge you a commission for issuing air tickets.

Subsidized air tickets for 2019 are selling out very quickly. If you haven't had time to buy them, try them.

Good deed...
Preferential air transportation subsidy program with Far East to the European part of Russia has been very successful and will be continued.

This was stated by Deputy Prime Minister of the Russian Federation Sergei Ivanov, speaking at the congress of Russian transport workers. “Passenger subsidies have been one of the most successful,” he said. “The state, of course, will continue to subsidize the transportation of air passengers from the Far Eastern regions to the European part of the country and back.” Great words! But why are hundreds, if not thousands of dissatisfied Kamchatka residents today running around the ticket offices in search of any opportunity to buy discounted air tickets for the summer?
Unrest in Kamchatka
This is the second year that the presidential program has been implemented in three stages. First, people sign up for pre-booking discounted air tickets (December, January and February). Then, when a reservation opens, all received applications with the necessary data are entered into the reservation. Then the actual ticket sales begin. If everything goes as smoothly as described above, why are people forced to storm ticket offices? Some answer unequivocally: “There is no confidence that the presidential program will not fail again, and we will not get discounted tickets.”
KV journalists decided to understand the nuances of purchasing discounted tickets under the presidential program.
St. Bartholomew's Night: reservations went to the lucky ones
The author of these lines asked the opinion of the head of one of the large airline agencies. They said the following: “Moscow, which truly woke up on March 14, opened the reservation of air seats for Kamchatka at 24 hours Kamchatka time. Why at night? This question is not for me. I arrived at my workplace at 23:30 and started booking. In the morning there was nothing left to book: the reservation disappeared as suddenly as it had appeared... At our ticket office I managed to use about 200 reservations. I worked alone, since the other operators were resting, and I did not dare to involve people in night work.”
And here’s what an operator from another airline agency told KV journalists: “I came to work, as always, in the morning and discovered that, it turns out, the booking program was already open. I immediately started booking plane seats, but by 12 o'clock all the reservations suddenly disappeared. Many who pre-booked in December, January and February were left with nothing. I didn’t know how to explain what happened to clients. I suspect that the bulk of the bookings were taken by larger airline agencies who knew in advance about the opening time of bookings and worked all night.

The people who contacted us were in shock, that’s a fact, but I couldn’t help them. I understood only one thing: if this happens, it means it’s beneficial to someone.”
Hazy Perspective
People continue to knock on the doorsteps of numerous airline ticket offices, but tickets appear and disappear. One can only guess whether additional seats on planes will be allocated for beneficiaries. There is a possibility that some people will be left without air tickets. And it’s clear why: there were a lot of requests for booking discounted tickets for June, July and August, and there was so little time to satisfy all requests that, most likely, not all airlines managed to make a reservation overnight.

Aeroflot opens ticket sales at subsidized fares

In fact, as a survey of airline operators showed, some applications remained unprocessed. This means that a summer vacation trip for many benefit recipients was, as they say, a disaster.
Is there any point in waiting lists?
This year, the cost of regular air tickets on Aeroflot and Transaero planes from Petropavlovsk-Kamchatsky to Moscow ranges from 50 to 60 thousand rubles, according to the presidential program: from 7 thousand rubles. up to 7 thousand 500 rub. The difference is huge, so beneficiaries have something to lose. True, today you can formally sign up for a reservation on some waiting lists for some dates, but these lists are rarely confirmed.
Relax in spring and autumn Yu!
To be fair, it is worth noting that tickets are still on sale for the presidential program, but... for April and October. Those who continue to storm air ticket offices, still harboring hopes of purchasing discounted tickets for June, July and August, are being turned away. Summer, it turns out, is not for them. But what difference does it make for airlines transporting discounted passengers from the Far East to Moscow and beyond, since the state pays for them in full? What is the reason for the excitement around beneficiaries - the dishonesty of air carriers or their insufficient number?
Age and ticket price
Let us remind you that the reduced price of air tickets applies to children and youth who are under 23 years of age, as well as to women over 55 years of age and to men over 60 years of age. But last year Transaero had an additional program under which age category was reduced: for women - from 50 years old, for men - from 55.
Assessment of the situation
“What has been happening for the second year with the booking of air tickets under the presidential program cannot be called anything other than a blatant disgrace,” another airline agency told us. They are simply making fun of Kamchatka! Those few hours that are unexpectedly given to book seats on planes under the presidential program, and even under the cover of darkness, only aggravate the situation. The lucky ones are only those who were among the first or second hundred who signed up. As they say, whoever didn’t have time is late.
Publicity of presidential programs e!
According to airline agency workers, the program for booking preferential seats under the presidential program should be announced in advance and work during the day, not at night. It is necessary to inform people about the start of the preferential program through the media. Then people will immediately buy discounted tickets: both those who had a reservation and those who, for some reason, did not manage to book a seat on the plane. In addition, as Kamchatka airline agencies believe, those entrusted with the implementation of the presidential program must calculate the required number of discounted tickets and airlines for our region. There is a proposal to eliminate advance reservations and sell discounted air tickets after the fact.
Is it the number of flights and airlines?
Kamchatka air agencies noted another important point. A couple of years ago, for example, Aeroflot made two flights per day, that is, in the summer there was an additional flight. For the second year in a row, both winter schedule Aeroflot, as well as in the summer, has only one flight to Kamchatka. For this reason, in the summer months, significantly fewer beneficiaries can go to vacation spots. The same situation applies to other airlines. As we see, someone is artificially creating the rush for summer transportation of beneficiaries. It is not possible to buy tickets for the summer due to the lack of seats on planes...
On the conscientious work of airline and travel agencies
There is also a problem with the conscientious attitude of some airline and travel agencies to their work, which do not consider it necessary to explain to clients the nuances of the presidential program. For example, at one of the ticket offices, when asked whether it was possible to buy an air ticket under the presidential program, KV readers were given a laconic answer: “The President of the Russian Federation is busy with the Olympics: he has not yet signed the preferential air flight program.” However, no information about booking, etc. the person asking the question was not provided.
Investigation required
People are outraged and ask a completely reasonable question: who needs manipulations with discounted air tickets that discredit the presidential program in Kamchatka?
The Ministry of Transport is not aware
Last Friday, at the end of the working day, the author of these lines managed to get through to the acting Minister of Transport and Road Construction of the Kamchatka Territory, Mikhail Tsyplakov. He honestly admitted that he does not know the situation described above, but since the problem has been voiced, he and his subordinates will deal with it, and the KV editors will be sure to report the results.
Will Guam save us?
Now some travel agencies, given the impossibility of buying tickets at discounted prices to Moscow, are offering Kamchatka residents to take advantage of the offer to relax on the American miracle island of Guam, where they can choose an excellent overseas hotel of their choice. The minimum cost of a flight from Petropavlovsk-Kamchatsky to Guam and back with a 14-day stay in a hotel and relaxation on the gorgeous seashore will cost two Kamchatka residents approximately 93 thousand rubles. At this time, a flight from Petropavlovsk-Kamchatsky to Moscow and back for one passenger will cost 50-60 thousand rubles.
P.S.
Kamchatka residents are not picky people, we are not spoiled by tours from Moscow to Turkey, Egypt or Israel for the “ridiculous” 150-200 dollars. For us, it is not this amount that is scary, but the cost of the flight to the capital. Maybe the Russian government should organize a charter from Kamchatka to Crimea? Then it will be possible to kill two birds with one stone - fill the peninsula newly acquired by Russia with tourists and solve the problem of the shortage of air tickets on the other peninsula. The name of the tour is already ready: “From the peninsula to the peninsula!” And the president gets a star for supporting the idea!

Subsidized air transportation under the Far East program in 2018.

The documents required to purchase subsidized discount air tickets can be checked during check-in for the flight or immediately before boarding the plane. If these documents are missing, the airline may refuse the passenger travel. Therefore, we recommend purchasing discounted air tickets only if you really have the right to do so.

The Ural Airlines subsidized ticket program began operating in 2014 by order of the Russian government. This program allows certain categories of citizens to buy cheap (preferential) discounted air tickets throughout Russia. Prices for Ural Airlines tickets are being reduced due to the fact that part of the cost is paid by the state. The government subsidy is usually 50% of the air ticket price.

Subsidized tickets for Ural Airlines are in great demand because they save money, and also give older people and young people the opportunity to fly to their favorite cities in Russia at very low prices. At the same time, it is worth considering that the number of subsidized tickets at special rates is limited and such tickets sell very quickly, like hot cakes, so you need to buy subsidized tickets as soon as possible. Statistics show that most discounted seats can be sold out within the first days of sales. You can buy subsidized Ural Airlines tickets on our website, as well as at the airline’s offices and ticket offices throughout the Russian Federation. You can get additional information about the rules of this program by calling 8 800 770 02 62 (calls within the Russian Federation are free).

There are generally no fuel surcharges on subsidized flights. Ural Airlines, like any other air carrier, has certain rules for the exchange and return of subsidized tickets. Moreover, all adjustments made by the passenger may lead to changes in the final cost of transportation. At the same time, all issues related to the upgrade, exchange or return of purchased air tickets must be agreed with representatives of the airline.

Ural Airlines participates in the program of preferential subsidized tickets in several directions:

  • subsidized discount tickets "Far East"
  • subsidized discount tickets to Crimea and back (Simferopol)
  • subsidized discount tickets to Kaliningrad and back
  • subsidized discount tickets to the All-Russian Children's Center "Ocean" in Vladivostok

A significant part of Russians do not have the means to travel around the country and the world using the services of airlines. The reason is extremely simple - income does not allow purchasing expensive tickets on the plane. In this regard, the government has developed a program that allows certain categories of the population to purchase air tickets at a significant discount. A similar innovation was developed in 2014, it was at that moment that the state signed an agreement with Rosaviation. Subsidies for air tickets in 2017 will remain for all categories of beneficiaries and will continue to be available upon purchase travel documents most domestic airlines.

What is an airfare subsidy and who is eligible for it?

A subsidy for air tickets is a benefit provided by the government for certain categories of citizens, giving them the opportunity to freely and quickly travel within the country and to some neighboring countries. air carriers that have joined the program (at this moment- these are almost all domestic airlines) provide citizens who are due this subsidy with a 50% discount on tickets.

The following categories of citizens can receive a subsidy for air tickets:

  • children whose age does not exceed 12 years;
  • elderly people who have retired;
  • disabled people of all categories;
  • youth under the age of 23 (studying in educational institutions);
  • persons accompanying disabled children.

When checking in for a flight, the beneficiary is required to confirm that he is a citizen of the Russian Federation. Otherwise, the carrier has the right to demand payment of the ticket in full or remove the passenger from the plane.

To which destinations does the flight subsidy apply?

It is worth considering that the subsidy for air tickets introduced by the government is valid for flights only in certain directions:

  • Volga Federal District;
  • Autonomous Republic of Crimea;
  • Far East;
  • Kaliningrad region;
  • Republic of Belarus;
  • Kazakhstan.

Not every resident of our country takes advantage of the benefits provided to him.

One of them is that government subsidies for air travel raise many questions, since the information is presented in an extremely compressed form.

Why do we need subsidized air transportation?

Flight prices are usually intimidating in their cost and not everyone can afford to buy an air ticket.

The air transportation subsidy program has been operating in the Russian Federation since 2014 and is aimed at increasing the availability of airline services.

First, you need to understand how the mechanism for receiving subsidies for air travel works. Companies that expressed a desire to participate in the program entered into an agreement with Rosaviatsiya, in which they established the minimum tariff for air tickets, taking into account seasonality.

The final price for a passenger in 2019 cannot exceed the price established by the above agreement. The cost is formed by providing a 50% subsidy on the cost of an air ticket from the carrier.

Who is eligible for the benefit?

The state has established preferential prices for air tickets only for the most vulnerable segments of citizens.

You can use this program if you are a citizen Russian Federation and belong to one of the social groups:

  • pensioners;
  • youth under the age of 23;
  • disabled people of groups 1, 2 and 3;
  • disabled children and their accompanying persons;
  • children under 12 years old.

For completeness, it is worth noting that in the absence of documents confirming Russian citizenship, the airline reserves the right to remove the passenger from the flight with subsequent deduction of part of the ticket price.

How to purchase a discounted air ticket

You can purchase subsidized air tickets at sales offices and on the official websites of airlines.

To do this, you must present an identity card:

  • passport of a citizen of the Russian Federation;
  • a military serviceman's certificate with a citizenship insert;
  • diplomatic passport;
  • birth certificate;
  • pension certificate (for pensioners);
  • ITU certificate (for disabled people of group 1).

You can buy discounted air tickets in direct and return directions, but only for the airline's own flights. The benefit does not apply to passenger air transportation where the company is a marketing agent.

Important! In 2019, the purchase of discounted tickets is possible only with documentary confirmation of the status of the recipient. In addition, only airlines that have submitted applications for participation and are approved by the Federal Air Transport Agency participate in the program.

Features of purchasing subsidized air tickets

  • passengers are exempt from paying fuel surcharges and purchasing additional options on some airlines;
  • This opportunity is provided only for the purchase of economy class tickets;
  • it is possible to book and pre-order an air ticket;
  • discounts do not apply to baggage transportation, standard economy class fares apply;
  • miles are not accrued for the flight;
  • You can purchase an unlimited number of tickets under this program.

Exchange and return of subsidized air tickets

Many questions arise about the exchange and return of transportation documents purchased at preferential rates. Standard airline deductions apply here. Conditions for exchange and return of government-subsidized air tickets can be found on the airline’s website.

For example, S7 Airlines charges the following fare per flight segment.

When returning or exchanging air tickets purchased at a reduced price due to a change in date or route: until the end of registration, compensation for the flight segment in the amount of 1000 rubles will be withheld; in case of no-show for the flight and subsequent exchange or return, compensation will already be about 5000 rubles depending on the direction.

Airline ticket subsidy programs

In total, there are 4 programs for purchasing air tickets at a discounted price in our country:

  1. The largest and most basic subsidy program is carried out in accordance with the Decree of the Government of the Russian Federation of December 25, 2013 No. 1242 “On the provision of subsidies for the implementation air transport on the territory of the Russian Federation."
  2. A narrower, but most popular program is regulated by Decree of the Government of the Russian Federation No. 362 of April 27, 2016 “On approval of changes to the Rules for the provision of subsidies to air carriers to Simferopol and back.”
  3. In the Volga Federal District, along with all-Russian ones, there is an internal Program in accordance with Decree of the Government of the Russian Federation of July 29, 2013 No. 634 “On subsidizing air transportation within the Volga Federal District.”
  4. A separate program includes Resolution No. 1056 of October 3, 2015. “On the procedure for providing subsidies for the transportation of passengers from the Far East to the European part of the country and back.” Initially, the idea of subsidizing flights was to provide communications with hard-to-reach areas, which include Siberia and the Far East.
The air travel affordability program is one way to increase demand for air travel not only during seasonal periods, but throughout the year. For this purpose, the time frame for preferential air transportation was extended.

Throughout 2019, the air travel subsidy program will be valid from April to November inclusive.

Destinations of subsidized air transportation

In total, the Program includes three regions:

  1. Far East.
  2. Kaliningrad region.
  3. Volga Federal District.

And only a part of the airlines provide preferential transportation in our country:

  • Aeroflot;
  • Transaero;
  • S7 Airlines;
  • Yakutia;
  • Ural Airlines;
  • VIM Avia;
  • UTair.
Attention! The route list for the Kaliningrad direction has been expanded: Arkhangelsk, Yekaterinburg, Sochi, Kaluga, Murmansk have been added; Simferopol was removed. The exact list of airlines included in the program must be clarified with the Federal Air Transport Agency.

How to take advantage of the airline ticket subsidy program

The most important thing is to plan your trip and wait for the opening day of air ticket sales in the desired direction.

As the practice of selling discounted plane tickets shows, they are sold out in the first two days of open access. The most popular destinations are sold out after the first hour of being put up for sale.

Last changes

Since the subsidized air transportation project was launched in 2013, it was impossible to immediately predict which destinations would be most in demand.

Currently, an analysis of the effectiveness of the Program has been carried out and significant changes have been prepared for 2018.

The main thing for air carriers will be to redistribute the burden of compensating for subsidies from the state. If previously the federal budget bore 60% of expenses, and the remaining 40% was added from the regional budget, then from this year the distribution will be in equal shares of 50%. Whether this will entail an increase in the cost of air tickets will become clear with the opening of seasonal sales.

In addition, Rosaviation has expanded the list of cities participating in the Air Transportation Subsidy Program. Since 2018, it has included: Samara, Ulyanovsk and Saratov, as well as Arkhangelsk, Yekaterinburg, Sochi, Kaluga, Murmansk, but at the same time it has reduced subsidized flights within Privolzhsky Federal District and removed the Kaliningrad-Simferopol route.

Attention! The Aeroflot company stopped selling air tickets at subsidized rates from October 16, 2018, due to the full use of all budget funds allocated for these purposes.
