About the Electricity Advisory Committee
at the Board of the Eurasian Economic Commission
The Advisory Committee on Electric Power Industry (hereinafter referred to as the Committee) was created by the Decision of the Board of the Eurasian Economic Commission (hereinafter referred to as the Commission) dated June 28, 2012 No. 194. in order to carry out interaction between the member states of the Customs Union and the Common Economic Space in the field of electric power industry, conduct consultations on the most important issues of the electric power industry and development of proposals for their solution.
The said Decision of the Board approved the Regulations on the Electric Power Industry Advisory Committee and the composition of the Committee.
Over the past period, 12 meetings of the Committee were held:
The 1st meeting was held on November 23, 2012 in Moscow;
5th meeting - February 25, 2015 in Moscow;
6th meeting - March 18, 2016 in Moscow;
7th meeting - April 18, 2016 in Moscow;
8th meeting - May 23, 2016 in Moscow;
9th meeting - May 27, 2016 in Moscow;
10th meeting - January 26, 2018 in Moscow:
11th meeting - February 7, 2019 in Moscow.
In order to promptly discuss and agree on the issues of forming a common electric power market of the Union, by the decision of the Committee dated July 8, 2014, a Subcommittee on the formation of a common electric power market of the Eurasian Economic Union (hereinafter referred to as the Subcommittee) was created. Since its creation, 10 meetings of the Subcommittee have been held (August 28, 2014, October 2-3, 2014, October 13-14, 2014, November 13-14, 2014, August 25, 2015, December 23-24, 2015, January 26-27, 2016, February 17-18, 2016, April 4-5, 2016, May 16, 2016).
By order of the Board of the Eurasian Economic Commission dated February 24, 2015 No. 9, the updated composition of the Committee was approved.
By orders of the Board of the Eurasian Economic Commission dated October 12, 2015 No. 112, dated March 9, 2016 No. 19 and dated June 14, 2016 No. 83, corresponding changes were made to the composition of the Electric Power Industry Advisory Committee.
By order of the Board of the Eurasian Economic Commission dated August 30, 2016 No. 122, changes were made to the composition of the Advisory Committee from the Kyrgyz Republic and it was determined that the member of the Board (Minister) for Energy and Infrastructure of the Eurasian Economic Commission Zhunusov A.O. chairs meetings of the Electricity Industry Advisory Committee (Chairman of the Advisory Committee).

1.3. The Committee in its activities is guided by Constitution of the Russian Federation, federal constitutional laws, federal laws, other regulatory legal acts of the Russian Federation, Charter of St. Petersburg, laws of St. Petersburg, other regulatory legal acts of St. Petersburg, decrees and orders of the Governor of St. Petersburg, decrees and orders of the Government of St. Petersburg, as well as these Regulations.
The Committee, within its competence, carries out activities taking into account the priority of goals and objectives to promote the development of competition in product markets.

1.4. The Committee is subordinate to the Government of St. Petersburg.
1.5. The Committee is managed by the Chairman of the Committee, who is appointed and dismissed by the Government of St. Petersburg on the proposal of the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee.
1.6. The Committee is a legal entity, has bank accounts, a seal established by the Government of St. Petersburg, stamps and forms with the image of the coat of arms of St. Petersburg and its name.

1.8. The Committee is in charge of the state unitary enterprise "Vodokanal of St. Petersburg", the state unitary enterprise "Fuel and Energy Complex of St. Petersburg", the St. Petersburg state budgetary institution "Lensvet", the St. Petersburg state unitary enterprise "Pushkin Fuel and Energy Complex" , St. Petersburg State Institution "Customer's Office for Construction and Major Repairs of Engineering and Energy Complex Facilities", St. Petersburg State Budgetary Institution "Energy Saving Center".

The main objectives of the Committee are:
2.1. Ensuring the sustainable operation and development of the engineering and energy complex of St. Petersburg and the engineering infrastructure of St. Petersburg.

2.2. Implementation and implementation of state policy in the energy sector in St. Petersburg.

To carry out the tasks provided for in Section 2 of these Regulations, the Committee has the following powers:
3.1. To interact on issues of its competence with government bodies of the Russian Federation, government bodies of St. Petersburg and other constituent entities of the Russian Federation, local government bodies in St. Petersburg, enterprises, institutions and organizations, as well as officials.
3.2. Request and receive from state authorities of St. Petersburg, local government bodies in St. Petersburg, enterprises, institutions and organizations information, documents and materials necessary for the Committee to exercise its powers.
3.3. Prepare draft federal laws, legal acts of federal executive authorities, laws of St. Petersburg, decrees and orders of the Governor of St. Petersburg, including decrees of the Governor of St. Petersburg on approval of the scheme and program for the development of the electric power industry of St. Petersburg, approval of the regional gasification program for housing -municipal services, industrial and other organizations, decrees and orders of the Government of St. Petersburg, including decrees of the Government of St. Petersburg on the approval of the water supply and sanitation scheme of St. Petersburg, the regional program of St. Petersburg in the field of energy saving and increasing energy efficiency, other legal acts on issues within the competence of the Committee.

3.4. Submit proposals on issues within their competence for consideration by the Governor of St. Petersburg, the Government of St. Petersburg, and the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee.
3.5. Submit opinions to the Governor of St. Petersburg and the Government of St. Petersburg on issues within the competence of the Committee.
3.6. In the prescribed manner, participate in the development of draft agreements (agreements) of St. Petersburg with other constituent entities of the Russian Federation, federal executive authorities on issues within the competence of the Committee, to ensure the fulfillment of the obligations of St. Petersburg under these agreements (agreements).
3.7. Issue legal acts within its competence.
3.8. Develop methodological materials and recommendations within your competence.
3.9. Within the limits of their competence, participate in the development of the General Plan of St. Petersburg, monitoring the General Plan of St. Petersburg in terms of the development of the engineering and energy complex of St. Petersburg, prepare materials to justify changes to the General Plan of St. Petersburg by developing sectoral schemes placement of engineering infrastructure facilities in St. Petersburg, carry out, within the scope of their competence, coordination of the placement of electric power facilities on the territory of St. Petersburg.
3.9-1. Ensure the preparation of documentation on territory planning in cases and in the manner provided for by current legislation.
3.9-2. To carry out, in the manner established by the Government of St. Petersburg, the preparation of a conclusion on the approval or refusal to approve the documentation on the planning of the territory.

3.10. To coordinate activities and ensure interaction between organizations of the engineering and energy complex of St. Petersburg during the implementation of the General Plan of St. Petersburg, the program for the integrated development of public utility infrastructure systems in St. Petersburg, targeted investment programs of the budget of St. Petersburg, investment and production programs of organizations of the public utility complex, when implementing emergency restoration work at engineering infrastructure facilities in St. Petersburg.
3.11. To develop, in accordance with the territorial planning documents of St. Petersburg, a program for the integrated development of public utility infrastructure systems in St. Petersburg, sections of the program for the integrated development of public infrastructure systems in St. Petersburg relating to heat, water supply, sewerage and wastewater treatment.

4.7.1. Signs the instructions and orders of the Committee.

4.7.3. Distributes official responsibilities between the first deputy and deputy chairmen of the Committee.

4.7.4. Approves job regulations for state civil servants of the Committee (hereinafter referred to as civil servants) and job descriptions of employees filling positions that are not civil service positions in the Committee (hereinafter referred to as employees).

4.7.5. Submits the Committee's work plans and reports on the implementation of the Committee's work plans for approval by the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee.

4.7.6. Approves the Committee's cost estimate.
4.7.7. Appoints and dismisses civil servants, as well as hires and dismisses employees.

4.7.8. Applies incentives and penalties to civil servants and employees.

4.7.9. Acts on behalf of the Committee without a power of attorney.
4.7.10. Issues powers of attorney on behalf of the Committee.
4.7.11. Signs government contracts of St. Petersburg, as well as contracts, agreements, payment documents, letters and other documents on behalf of the Committee.

4.7.12. Coordinates draft legal acts in accordance with the competence of the Committee.
4.7.13. In agreement with the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee, approves the Committee’s application for funding from the budget of St. Petersburg, as well as a report on the execution of the budget of St. Petersburg in terms of funds allocated to the Committee.
4.7.14. Manages the financial and material resources allocated to the Committee in the prescribed manner.
4.7.15. Appoints and dismisses heads of state unitary enterprises and government institutions subordinate to the Committee, and also applies incentives and disciplinary measures to them in the prescribed manner.

4.7.15-1. Coordinates the appointment and dismissal of heads of state unitary enterprises and government institutions subordinate to the administrations of the districts of St. Petersburg, carrying out activities in the field of ensuring the functioning and development of the engineering and energy complex of St. Petersburg and engineering infrastructure facilities of St. Petersburg, taking into account the opinion of the vice - the Governor of St. Petersburg, who coordinates and controls the activities of the Committee.

4.7.16. Coordinates the appointment and dismissal of chief accountants of state unitary enterprises and government institutions subordinate to the Committee.
4.7.17. Ensures compliance with financial discipline, safety of funds and material assets in the Committee.
4.7.18. Exercises other powers in accordance with current legislation.
4.8. The first deputy, deputy chairmen of the Committee, as well as heads of structural divisions of the Committee are appointed and dismissed by the chairman of the Committee in agreement with the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee.

4.9. Incentive and disciplinary measures are applied by the Chairman of the Committee to the first deputy, deputy chairmen of the Committee in agreement with the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee.

4.10. The Chairman of the Committee is rewarded based on performance results by the Government of St. Petersburg at the suggestion of the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee.

4.11. In the absence of the Chairman of the Committee, his duties are performed by one of the civil servants in accordance with the order of the Committee, unless otherwise established by the Government of St. Petersburg.
The performance of the duties of the Chairman of the Committee in the event of his absence by one of the civil servants is coordinated with the Vice-Governor of St. Petersburg, who coordinates and controls the activities of the Committee.
A copy of the said order of the Committee is sent to the Committee for Civil Service and Personnel Policy of the Administration of the Governor of St. Petersburg on the day of its publication.

5.1. The Committee's activities are financed from the budget of St. Petersburg.
5.2. State property of St. Petersburg transferred to the Committee for the implementation of its activities is assigned to the Committee with the right of operational management.
The activities of the Committee are terminated in accordance with the procedure established by current legislation.
