410th Civil Aviation Plant

STATE ENTERPRISE "PLANT 410 GA" is a powerful aircraft repair enterprise - one of the main ones today in the post-Soviet space, which has carried out general repairs of more than forty thousand aircraft engines, as well as six thousand aircraft, and has a reputation as a reliable and stable partner. The plant is carrying out fruitful work on a fairly deep modernization of the An-32 and An-26 aircraft operated in Russian Federation, Commonwealth countries independent states, and countries of the European Union. This is the activity of using modern aeronautical equipment, installation of dangerous ground approach and dangerous approach systems aircraft, as well as emergency radio beacons.

With the emergence of new trends in the aviation industry, as well as in connection with ever-increasing needs and requirements, the current issue of the lack of aircraft of the so-called “regional modern class” is relevant today. Especially, we're talking about on the implementation and development, together with the developers of the civil enterprise "ANTONOV" and the open joint-stock company "Motor Sich", of a project aimed at changing the An-26 aircraft into the An-26M variant. As a result of the project, the An-26M (a regional-class light transport aircraft with a TV3-117VMA-SBM1 engine) will be an improved version of the An-26 transport and military aircraft, equipped with this moment two AI-24VT turboprop engines.

Already at the moment, many operators of An-26 aircraft and airlines are ready to make this improvement, since this stage requires much lower costs compared to the acquisition of a new medium- or short-haul aircraft. Taking into account the feasibility study of the project, the effectiveness of using a modern version of the aircraft is also noticeable, which will make it possible to comply with ICAO requirements for the emission of harmful substances and noise, opening the skies of the European Union countries to the An-26M.

Having extensive experience in restoring the D-36 aircraft engine, the plant has every opportunity to establish Western-made equipment. This also applies to the SFM-56 motor, which, after repairs have been carried out in almost all respects, is able to pass tests on the basis of the already operating motor testing station of the plant. The development of the 120 engine of the Pratt & Whitney 100 series, used on the ATR-72, ATR-42 aircraft, as well as on aircraft manufactured by Bombardier Dash-8, has also been established.

At the initial stage of the process of introducing the technical adjustment of modern aviation equipment, unexpected and expected difficulties always arise. Additional personnel training and appropriate certification are required. The organization of production incurs large costs due to the purchase of components and equipment, and new technologies.

This strategy makes it possible to fully supply all employees of the enterprise with work. The issue of personnel selection is acute in various specialties. It is indicative that the percentage of young people among workers has become significantly larger. Only for Last year About two hundred young workers were hired. Traditions passed down from generation to generation are being revived at the enterprise.

Young people come under the wing of honored mature specialists. Already the third change of generations is taking place - these are workers under the same name, so to speak, labor dynasties. As a result, skilled workers gain new knowledge, the plant receives orders, and the aircraft have a renewed heart. The management methodology gave the plant's staff the opportunity to feel comfortable and confident, and management could take care of the team of almost two thousand.

In the overall development plan of the enterprise, significant attention is paid to the social sphere. The factory outpatient clinic, which is an independent medical department, has been reopened. It already has its first visitors. In addition to preventive measures, provision is made for the provision of ambulance and first aid, as well as work gym and a rehabilitation center.

We are providing food services for those working at the plant. The youth union was revived at the plant, and in addition the union of women's organizations. The plant has a recreation center "Desna" on its balance sheet. It is not an exaggeration to say that a talented engineer, an experienced leader, a brilliant strategist, Sergey Podreza brought a second wind to the plant, managing not only to retain qualified personnel and production, but also did everything possible to ensure that the enterprise received the status of a reliable employee. The plant has already worked with more than sixty countries around the world. We have friendly, business, partnership relations with them, and are open to fruitful business contacts.

State Enterprise "Plant No. 410" civil aviation» carries out re-equipment, maintenance, diagnostics, and overhaul of aircraft equipment and aircraft engines. The main production facilities are located in Kyiv. It is a strategically significant production for the economic and military security of Ukraine.

Creation of an enterprise

Civil Aviation Plant No. 410 was founded on July 1, 1948 on the premises of the Ukrainian Civil Air Fleet Directorate, located in The organization's responsibilities included repairing engines of the M-116, ASh-62IR series and V-2 aircraft. Despite problems with personnel and technological equipment, on October 21, 1948, through the efforts of 25 aircraft repair base workers, the first restored engine ASh-62IR No. 628-333 was repaired and solemnly transferred to the Ukrainian Civil Air Fleet Directorate.

A year later, the company employed more than 200 people. A training plan was developed. An important matter was the improvement of production organization, the acquisition of new equipment, devices and installations that increase productivity. New technologies were developed and implemented that made it possible to combine the aircraft repair process into a single whole. New divisions were created and the necessary capital structures were built.

Expansion of production

The launch of the Il-12 piston aircraft into production marked the beginning of the second stage of the activities of the State Enterprise Plant No. 410 of Civil Aviation. With the provision of new equipment and expansion of production areas, improvement of the material base, the repair of the Il-12 was organized in 1955. In 1959, a post-repair flight of the first Il-14 aircraft was carried out.

In the 60s, the plant began servicing gas turbine aircraft of the An-24 model turboprop aircraft. From this moment on, it becomes the leading organization for the repair of aircraft designed by Antonov. The team is gaining a reputation as an exemplary aviation repair company.

Since 1972, serial repairs of the engine and its components, the AI-9 series, have been carried out for the Yak-40 regional class aircraft. In 1976, factory workers mastered the repair of the An-26 transport and cargo aircraft. A year later, the series of equipment repaired by the company was supplemented by the An-30 aerial photography aircraft and a little later by the An-32 transport aircraft.

80s

Mastering the overhaul of the modular D-36 engine for the Yak-42 models contributed to the further development of the enterprise. Since 1986, planned serial repairs of engines began at the leased premises of the Motorostroitel VO in the city of Zaporozhye.

In 1988, the plant was given permission to begin serial overhaul of the engine at its own facilities in Kyiv on Vozdukhoflotsky Avenue. Soon the D-36 became the plant's priority product. At the same time, repairs of the AI-8 turbogenerator unit for heavy Mi-6 and Mi-10K helicopters were mastered.

Today's day

From 2008 to 2016, the plant was headed by S. M. Podreza. Twenty-two years of experience at the enterprise and the talent of the manager made it possible to maintain high standards aviation equipment maintenance.

On June 15, 2015, according to the order of the Cabinet of Ministers of Ukraine, the enterprise became part of the Ukroboronprom state concern. On June 16, 2016, V.V. Gankevich was appointed to the position of General Director. Factory address: Ukraine, Kiev, Vozdukhoflotsky Avenue, building 94.

Activities

After independence, the volume of aircraft repairs fell sharply. The company remained afloat by expanding the range of work. The plant began to perform:

  • all types of aircraft maintenance of the Antonov series;
  • restoration and control work on the An-74, equipped with the D-36 power plant;
  • re-equipment of cabins (cargo-passenger version and VIP class);
  • modernization of aircraft (installation of modern radio navigation equipment).

State Enterprise Plant No. 410 of Civil Aviation has introduced new technological equipment that makes it possible to carry out complex processes such as plasma and detonation spraying, laser processing, and painting aircraft with acrylic and polyurethane enamels. Cooperation with international aviation corporations seems promising.

New technologies

The plant successfully uses new equipment in the technological process of repairing aircraft and aircraft engines. The laser complex is used for cutting structures of varying complexity from sheet materials: steel, plexiglass, plywood up to 5 mm thick.

The detonation installation is intended for the restoration of aircraft parts with increased wear by the method of detonation dusting of powdered metal materials onto a prepared surface. Coating thickness - 0.002-0.8 mm. Dimensions of restored parts: diameter - 0.7 m, length - 1.5 m.

A specialized installation is used in the technological process of manufacturing high-pressure hoses with metal braiding and an internal diameter of 4-12 mm, used in hydraulic systems of various aircraft.

The state enterprise “Plant 410 GA” (part of the Ukroboronprom concern) called on government agencies and the public to “refrain from disseminating any unproven, manipulative information regarding the implementation of the aviation contract with India,” the statement said. published March 15 on the Ukroboronprom website.

“Thanks to the implementation of a long-term contract between the state enterprise Spetstechnoexport and the Indian Ministry of Defense, Plant 410 GA managed to retain its highly qualified personnel and partially update its material and technical base. It was thanks to this contract that the company was able to overhaul 22 aircraft for the security forces of Ukraine. Also, in the next two years, the state enterprise “Plant 410 GA” plans to repair and technically maintain aircraft units in the sector of the world leaders in aircraft manufacturing Boeing and Airbus,” the company noted.

Failure of the contract, they said at Plant 410 GA, “could jeopardize the continued existence of the enterprise.”

In addition, the report notes that the implementation of the contract for the modernization of An-32 aircraft of the Indian Air Force during 2011-2018 provided 60% of the net income of Plant 410 GA.

“In 2014-2015, the fulfillment of the contract was under threat due to delays in the supply of spare parts from Ukraine to India. This happened after the termination of cooperation with Russia in the field of military-technical cooperation, as a result of which the cost of aviation spare parts of Russian origin increased by 7-10 times. In 2017, the Indian Ministry of Defense was ready to terminate the contract with Ukraine and transfer it to a Russian company. In this case, the state enterprise “Plant 410 GA” would have to pay a $25 million fine and lose $90 million in income from the export of new spare parts and units to India,” the statement says.

In 2017, the Ukrainian company managed to convince the Indian side “of the need to carry out import substitution of Russian An-32 components with Western analogues and fully fulfill the terms of the contract”; Since the end of 2018, “the plant has resumed stable shipments of new batches of products.”

“However, in 2018, the plant again encountered difficulties due to delays in signing additional agreements to extend the contract and carry out import substitution. The reason for the delays was manipulative information in the Indian media with reference to Ukrainian law enforcement agencies about alleged violations of the law by the Ukrainian side in the process of executing the contract,” the statement said.

Thanks to the support of the Ukrainian Embassy in India, the situation was stabilized, the company said, but in 2019, the media again published information that threatened the fulfillment of the contract.

Contract with the Indian Ministry of Defense for repair and modernization 105 military transport aircraft An-32 Ukraine signed a contract in 2009. According to Plant 410 GA, this agreement is one of the largest export contracts in the history of the Ukrainian military-industrial complex.

At the beginning of March 2019, the National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office of Ukraine. According to law enforcement agencies, in 2015, Spetstechnoexport hired an intermediary, a United Nations resident company, to fulfill a contract with India. United Arab Emirates. From the account of “Plant 410 GA” (“Spetstechnoexport” is the manager of the plant’s property), a company from the UAE received $2.2 million without providing any services, SAPO said.
