Elena Rykovtseva : “Moonlight Glade” is the residence of Vladimir Putin, for the sake of the construction of which the unprecedented destruction of the nature of the Caucasus Nature Reserve is being carried out. What tricks did the authorities resort to to “legitimize” this construction? In what ways do they achieve the opportunity to build roads to it through protected areas? We will look into this live.

I compiled the history of “Moonlight Glade” for Vladimir Putin, about which very little was written in the central press, from several sources. The main reference point for me is the blog of Suren Ghazaryan, an activist of the “Ecological Watch”, where the main documents on this case are presented, plus information from the weekly “Business Sochi”.

This wonderful epic began back in the 1980s, when Sochi rescuers built a strange-looking hut on the western slope of Mount Fisht. So writes Suren Ghazaryan. They also called the area around the hut “Moon Glade”. In the 1990s, former rescuer Grigory Gorlov organized a hotel for tourists in the hut. But already in 2000, the Administration of the President of the Russian Federation began to show interest in the hotel. Later, within the bowels of this Department, a decision was made to build a ski resort there for “the main ski lover in the country,” so by 2001, “Lunnaya Polyana” came under the jurisdiction of the Dagomys sports and recreation complex owned by the Department.

Why did they want to “settle” Putin there? This is described in “Business Sochi”: “In the winter of 2000, the Putin spouses went skiing for the first and only time in Krasnaya Polyana. Vladimir Putin’s second visit to the same slopes took place without unnecessary witnesses: the lift was stopped in advance, and the entire area adjacent to it was cordoned off by employees of the Federal Security Service (FSO). Then the president climbed even higher, to the Turya Mountains, where it was impossible to see him, warming up on the virgin snow, even with binoculars. But even on the Turi Mountains, from the point of view of the leadership of the FSO, there were certain problems: it is in close proximity to the state border, on one of its most difficult sections - the Abkhazian one. And the terrain there is such that even a special forces division will not be able to block all approaches to the peacefully rolling president...
Therefore, the leadership of the FSO and the then authorities of Sochi, puzzled by the problem of ensuring the security of the president during his ski exercises, were looking for another place where Vladimir Putin would enjoy skiing and would not have to “betray” hundreds of people in order to guarantee the country’s main skier absolute immunity.
Such a place was found at the foot of one of the most beautiful peaks of the Caucasus - at Mount Fisht, and already in 2001 the FSO and the Administration of the President of Russia decided to, so to speak, change the glades for Mr. Putin: instead of Red, the president was offered Lunar.

But then, as Suren Ghazaryan writes again, all that remained was to find a way to circumvent the law in order to build a resort on the territory of the Caucasus Nature Reserve, because the territory of Moonlight Polyana belonged to the Caucasus Nature Reserve. They gave instructions to the Ministry of Natural Resources, and such a method was found.

On December 4, 2002, Vitaly Artyukhov, whom Putin put at the head of the Ministry of Natural Resources, signed an order to organize a “research and technological center as part of the Caucasus State Reserve.” That is, this entire ski residence began to be designated as... a scientific center! That is why the consent of the same Ministry of Natural Resources was obtained for this construction, which was generally illegal.

The state company Rosneft was then appointed as the investor of this facility. Actually, two objects were built, which were called “scientifically”: the residence itself, (“Biosphere-1”), and a second house for the FSO, for security, for service personnel. It's called "Biosphere-2".

And the only obstacle, the only stumbling block here was the position of the Caucasian State Reserve. He was under pressure to quickly formalize the transfer of land under the “Biosphere” for free use to the FSUE “Dagomys”. However, it didn’t work out quickly. The scientists were stubborn. And then Kozhin, the business manager, began writing complaints to Yuri Trutnev. The texts of these complaints have been scanned and posted on the website:

“Yuri Petrovich is in charge of the general management of the project for the construction of the Biosphere scientific center. The draft boundary of the land plot has been agreed upon with everyone, with the exception of the VGU Caucasus State Natural Biosphere Reserve, which, under various pretexts, has repeatedly evaded approval of the above documents.”

They pressed, they pressed, and they pressed. The lands initially went to the Republic of Adygea, which dutifully transferred them to the Presidential Administration.

Here I’ll pause and ask Svetlana Dolmatova: do you remember the history of this struggle? Why did the Caucasian Nature Reserve resist so much? After all, there is no trick against scrap. Well, the state said - give it back, give it back!

Svetlana Dolmatova : It’s difficult for me to talk about this story from its beginning; I’ve been working in the reserve for a little over 5 years. The struggle for these lands began much earlier. Unfortunately, the result was that the reserve was forced to give in. During the land survey, these lands - about 102 hectares - turned out to be outside the territory of the reserve. Although, according to forest management materials carried out in 2004, these lands were part of the reserve.

Elena Rykovtseva : Like this. Let's continue further. By 2007, the residence and dormitory were almost finished, and intensive work began on laying ski slopes. For this purpose, a clearing was cut for the cable car from the entrance to the residence to the ski lift. The illegal logging was accidentally discovered by Adyghe foresters. Based on their application, criminal case No. 5070431 was initiated. The leadership of the Ministry of Internal Affairs requested this case from Adygea to Moscow, where it disappeared.

During construction, several helicopter accidents occurred at the site. The fact is that materials were delivered there exclusively by air. It became clear that using a helicopter to deliver the president there was dangerous every time. Therefore, the FSO put forward a requirement to build roads to the facility.

And again Kozhin began to push the Ministry of Natural Resources for permission for these roads. Then there was a continuous struggle. The chronicle of this struggle is reflected in Suren’s blog and in Sochi newspapers. Construction of the road began without formal permission. It went through protected lands and was accompanied by barbaric “sanitary” logging within the boundaries of the natural monument “The Upper Reaches of the Pshekha and Pshekhashkha Rivers.” “The unique forest is disfigured and resembles a battlefield.”

UNESCO intervened, expressing concern about construction and illegal logging. And in 2009, the construction was even slowed down and mothballed, but in September 2011, Vladimir Putin announced his desire to become president of the country. And then, coincidentally, competitions were announced to design a new southern version of the road to Moon Glade. Everything started all over again.

Andrey, what is happening today with these roads, with competitions? How legal is all this, most importantly?

Andrey Rudomakha : You have already mentioned that at first a road was built to the site from the north. Thanks to UNESCO and its intervention, this project was stopped, but we are afraid that not forever, but only until the Olympics. After all, the land where this road is being built was also taken out of the reserve! So they plan to complete this road, which went to the facility from the north. Now, in September of this year, construction of another road began, from the south, from the village of Solokh-aul. Although there is already a forest road in this area - Cordon Babuk-aul. This road is completely sufficient for the purposes of servicing this cordon. There is absolutely no need for any other roads there. But they have now announced a competition. The design of these roads alone costs 250 million rubles, and construction costs billions.

Elena Rykovtseva : Andrey, there would be no need for roads if this house weren’t there!

Andrey Rudomakha : Of course of course.

Elena Rykovtseva : Without a house it is not necessary, but with a house it is necessary. How can a house be without a road?!

Andrey Rudomakha : And all the time they disguise themselves with some good goals, that is, the road is called “road route to the weather station of the Caucasus Nature Reserve.” But there is no trace of a weather station there, and there are no plans to do so. These are all euphemisms they are trying to use on this road.

Elena Rykovtseva : This is a weather station, actually “Moon Glade”.

Andrey Rudomakha : Yes, apparently “Lunnaya Polyana” is a weather station. Formally, as you remember, this is the Biosphere scientific center, which belonged to the Caucasus Nature Reserve.

Elena Rykovtseva : But the strangest thing about this and difficult to explain is that the customers of two stages of this road were appointed to act... I don’t know whether to call it cynicism, blasphemy or something else, but the customers of the roads in this state competition are the Sochi National Park and the Caucasus reserve. I called yesterday to Sochi National Park. There is a very specific person who is officially involved in this competition - Yuri Vladimirovich Esaulov. I tried to clarify the situation with him. He said that he could not explain anything on the radio, since he was a forced person. He is hired by our wonderful state, as he said, and is doing what he was told, namely, holding a competition. I asked to contact Director Penkovsky with an electronic digital signature regarding the participation of anyone from the Sochi National Park. We sent an electronic digital signature from the editorial office, wrote the request on a form, but still no response. They don’t answer this question for us - why does Sochi National Park order this road? Moreover, it does not pass through its territory at all!
Svetlana, how is it that the Caucasus Nature Reserve is also the customer of the second stage of the road - “Biosphere-2”?

Svetlana Dolmatova : The fact is that the majority, probably 99% of the employees of the Caucasian Nature Reserve, learned about this fact from the Ecological Watch newsletter. This was the same news for us as it was for the people who receive this newsletter. About plans for placing a weather station... There is currently no weather station at the Babak-aul Cordon. Cordon Babak-aul is the end point of the road that is going to be designed. None of the employees of the scientific department of the reserve knew anything about plans for either the construction of a road or the placement of a weather station. But before constructing such an object, which is important for observing natural processes, the issue, it would seem, must be discussed by the Scientific Council of the reserve. There were no decisions of the Academic Council on this topic. The issue was not discussed.

Elena Rykovtseva : Valery, I would like you, as a biologist, to evaluate the construction of the residence itself and the road from an environmental point of view. The foresters tried to protest, but it didn’t work. The case died down and was hidden in Moscow. How do you assess this for nature, for the forest?

Valery Shchurov : I would like to note that the interest of the leadership of our country in the territory of the region extends not only to the Caucasian Biosphere Reserve, but to many other regions that have so far remained little explored, little developed and represented wild islands of nature in the territory of the region. Now there is a massive onslaught both from the administration of the region, and naturally from the outside and, probably, not without the support of the Moscow authorities.
The dismemberment of the territory of the reserve's ecosystems by a road, be it ground, air, cable car or any other, will cause great damage to the majority of large animals migrating through the reserve, not to mention the fact that the penetration of any route into the forest and people will entail the penetration of alien plant species that should not be on the territory of the Caucasian Biosphere Reserve.
Such a road has no place on the territory of the reserve, especially in Russia. Somewhere, maybe in Switzerland or in the Czech Republic, where we still have a long way to go in terms of self-awareness, people could use such a road, but not in our country.

Elena Rykovtseva : If there is such an opinion of scientists, environmentalists, and social activists, then how can this opinion be taken into account in the future plans of the builders of this road?

Valery Shchurov : Formally, it has already been taken into account. I got acquainted with the technical specifications submitted for the competition. It says in great detail what conservation standards the designer must comply with. The only question is who will actually monitor compliance with these standards from the moment when this road is closed on both sides for the same inspectors, such as the Ecological Watch, or the same reserve workers. After all, this will probably be a sensitive facility.

Elena Rykovtseva : What a regime!

Valery Shchurov : And its construction will be carried out in the same way as the construction of sensitive facilities is being carried out on the territory of the region, for example, in Molokanovo and the city of Gelendzhik. Are any scientists really monitoring what is going on there now after Vladimir Vladimirovich Putin’s residence was also opened there? Nobody controls.

Elena Rykovtseva : There are not enough scientists for all these residences.

Valery Shchurov : But you can write anything you want on paper. But will this be put into action? Most likely, this will not happen in our Russian practice.

Elena Rykovtseva : There are simply more residencies than scientists. Therefore, it will not be possible to control.

Valery Shchurov : Fortunately, this is not the case. There are still scientists left. Not everyone has left for the border yet; some are still trying to live here and care for their homeland not in words, but in deeds.

Elena Rykovtseva : Galina, you are looking at this from Moscow. Personally, how do you feel about this situation?

Galina Mikhaleva : Firstly, I still want to say that Andrei Rudomakha is not alone. He is an activist of the Yabloko party, a candidate for State Duma deputy. he is not a representative of one, even a very important environmental organization, behind him is the party. Our chairman Sergei Sergeevich Mitrokhin repeatedly went to such inspections. He was detained several times.
As far as human relations are concerned, I think this is a complete disgrace. I believe that our leadership acts with particular cynicism. And you gave an example of this. They simply mock us when environmentalists become customers of an object that completely destroys nature. To stop this, two things are needed. We need our political will, our civic engagement and consistency of action. You can't fold your arms. We have several such examples. Unfortunately, there are few of them yet, but they exist. After all, they abandoned the construction of Gazprom City, this corn farm in St. Petersburg? They refused. And here, if we act consistently, I think that Vladimir Vladimirovich can calmly refuse to build this facility. All he needs to do is move one finger. Remember how he laid the pipe far from Lake Baikal. She was supposed to lead along the shore of Lake Baikal...

Elena Rykovtseva : They write to us: “The idea of ​​using a personal palace near Gelendzhik to discredit the beloved president failed. Now they have taken on a new dacha - Lunnaya Polyana.” So what failed? The idea of ​​using the palace as a residence failed because the public paid attention to all this, they promoted this story, and showed it. In the end, I actually had to sell it through third parties to God knows who. And it is still unknown, dear listener, whose last hands will be? Who will ultimately get the palace near Gelendzhik? However, the noise raised around him did produce some fruit.

And let's try to figure it out now: how much does all this cost? Firstly, how much does the residence itself cost? Rosneft, of course, does not publish these figures anywhere. "Business Sochi" says that one can only guess how expensive it is. Because everything - from nails to sandwiches for builders - was delivered there by helicopters. “In 2003, one helicopter, transporting a team of welders and gas cylinders to Lunnaya Polyana, crashed into the sheer Fisht rock and crashed. 10 people died. A year later, another helicopter had a bucket fall from its suspension and crush a worker standing on the ground to death. They say that it was these accidents that were the reason that Vladimir Putin first appeared in Lunnaya Polyana only in 2006: he supposedly planned to earlier, but there were such emergencies, and the president did not want them to be somehow associated with his name »

Everything was transported by planes and helicopters, but the cost of building the residence is still unclear.

As for the cost of road construction, there are figures here. All this is more or less posted on the government procurement website. For example, the total cost of designing a new southern version of the road, declared the Sochi National Park and the Caucasus Nature Reserve, is 250 million rubles. The length of this road is 23 km plus 6 km of cable car. The cost of construction is currently estimated at 1.5 billion rubles. What do you say?

Galina Mikhaleva : All our roads are like the large electron collider in Switzerland. It is clear that this is the case throughout our economy. Consider - half is sawn up, and in simple words - stolen. Besides everything else, no matter what our system is, we get a Kalashnikov assault rifle. No matter what we do, it results in theft, infringement of the rights of citizens, destruction of nature and massive waste of money. Because there is no control. That's the problem.

Elena Rykovtseva : Andrey, how do you evaluate the competition? Were there many participants in this competition? Did they fight each other fairly?

Andrey Rudomakha : In fact, there was no competition. The second competition, where the customer is the National Park, for the section that runs from Solokh-aul to the border of the Caucasus Nature Reserve, has been postponed. But the competition announced on behalf of the Caucasus Nature Reserve took place. Although the website says that it did not take place, because there was only one application - this was the company "YUPK. Stroy". But I think, and those people who give me information, say that this company was determined in advance. Everything was done for her. The competition is supposed to reduce costs, but this is pure fiction. We agreed in advance that such and such a company would do this. It’s just that the object is not simple; apparently, not everyone is trusted to design this object.

Elena Rykovtseva : In this case, it will be "UPK. Stroy" without competitors?

Andrey Rudomakha : Yes.

Elena Rykovtseva : It's clear. And for the second stage, for the National Park, it is still unknown who will be nominated as the winner of the competition.

Andrey Rudomakha : I think it will be the same company.

Elena Rykovtseva : I looked at the materials of this competition. October 31 is the last date for collecting applications. The competition is already closed.

Andrey Rudomakha : And the Sochi National Park has nothing to do with this road, because it does not go through its territory at all. She doesn't touch him in any way. The appearance of a National Park here is extremely strange. In this regard, we wrote a letter to Stepashin. It is quite obvious that there is a misappropriation of public funds.

Elena Rykovtseva : With the same success, any other organization could order the construction of this road.

Andrey Rudomakha : Certainly. But the National Park does not design roads. Its task is to protect nature and only on its territory. It turns out that the National Park was turned into a road construction enterprise in a strange way in this case.

Elena Rykovtseva : Unfortunately, the same fate befell the Caucasian Nature Reserve. What a position it puts people in! The reserve itself is ordering a road that will destroy this reserve, which it does not need, which it protests against.

Andrey Rudomakha : There is also such a paradoxical circumstance that the annual budget of the reserve - a huge territory with a large staff - is 20 million rubles. And here just designing a road through his territory, which he does not need, but on the contrary will damage, costs 100 million!

Elena Rykovtseva : The state will pay for this. The Presidential Administration will allocate this. Kozhin will give it. Svetlana, will you pay for this road out of your own pocket?

Svetlana Dolmatova : I assume that these funds will be transferred from those allocated to the reserve’s budget and then spent.

Elena Rykovtseva : On this road?

Svetlana Dolmatova : Yes, on the road. Moreover, the reserve has many problems. If we were given 100 million rubles, we are talking about the amount that was spent only on design, on design documentation... For example, our bridge is in disrepair. And this bridge and road are actually the only route of communication between the two cordons, which are located deep in the territory of the Caucasus Nature Reserve. Our housing stock is actually 90% dilapidated. Wooden houses built in the 30s-50s. That is, with this money it would be possible to renew almost the entire housing stock of the reserve.

Elena Rykovtseva : I want our listeners to understand. Imagine that the balance sheets of two organizations - the Sochi National Park and the Caucasus Nature Reserve - will receive huge sums that they have never seen before. Some will be given 100 million rubles, and others - 150 million rubles. But they will not be able to spend these funds the way they want. They will have to invest this money exclusively in ordering the design of roads leading to this very “Biosphere” 1 and 2. Galina, evaluate this situation.

Galina Mikhaleva : What to evaluate? If it were only one place and one residence, and our country is full of such residences. This is not just a question of this road, this nature reserve. This is a question of how the system as a whole is organized. For whom does it exist?
We live in a situation of some kind of outrageous absurdity, an endless circus of tents and mockery of people. That's what it is.
In connection with all these dachas of Putin, Medvedev, the patriarch, what else is happening? The law on possible access of people to the shores is being violated. When these residences are built, it is all surrounded by a solid fence so that people cannot use the shore. In general, each of us has the right to 20 meters of free shore. That is why we carry out “Let’s return land and water to the people” campaigns everywhere. If there were more people who were involved in such actions, they would have to take us into account.

Elena Rykovtseva : Andrey, this “Moonlight Glade”, I read, is a noticeable tourist place. There was such a walking trail Adygea-Black Sea. It is no coincidence that this hotel “Lunnaya Polyana” appeared there, where people could relax during this difficult excursion. But now it will be impossible to go the same way, right?

Andrey Rudomakha : Yes, “Moonlight Glade” was built directly on the path of the traditional tourist route, along which hundreds of thousands of people walked at one time. This was a very popular route during Soviet times. It is still actively used. Now it is still possible to pass it, but with problems. One of our activists even wrote the following press release: “Go faster and don’t stop.” Tourists are prohibited from taking photographs as they pass by. So far they cannot be completely banned from going there. But when Putin or other people come, for example, Bogdanchikov has flown here more than once, the territory is blocked off. At the top there is a special trailer to supervise the territory. When FSO officers arrive, the area is blocked for many kilometers.

Elena Rykovtseva : I’ll read a message from one Internet user, apparently a resident of those places, who walked there a couple of years ago: “We recently walked along route 30, above Putin’s dacha. The picture is depressing. It looks like a piece of the ecological trail was bulldozed here, but road signs were put up - a sharp turn, only straight ahead. Who is this for? For tourists, so that they don’t go where they shouldn’t? But the dacha itself is an even bigger shock. The construction of four fundamental buildings, including three helipads, communication antennas, mega hangars. , four snowcats for leveling the ski slopes, a garage for them. A small ropeway for excavators. The elements of the large one are still on the hill, the shooting sectors are being delivered by three flights. sides per hour. On Saturdays, one board carries everything - cement, boards, even sand. If I'm not mistaken, a helicopter costs from 30 thousand rubles per hour. While we were going down to Solokh-aul, there was always the sound of rotors in the sky. constantly".

Elena Rykovtseva : Valery, do you feel some kind of connection between the Olympics and the tearing up of the earth under the pretext of this very Olympics?

Valery Shchurov : This connection is much deeper. It began in 2005-2006, when the Russian government began to change Forestry Legislation. Since the entry into force of the new Forest Code in 2007, all this has been given the green light. And in the future, probably, one of the trends is the privatization of forest lands, and now, in light of the approaching privatization, it is necessary to occupy the best areas, which is being actively done in the most valuable territories of the Krasnodar Territory and unique places in the Russian Federation. I think that everything will go much deeper and further into the history of Russia than the notorious Sochi Olympics. We are now discussing road construction on the lands of the Caucasus Nature Reserve. But we have an excellent project - the Krasnodar-Dzhubga road, which is also an Olympic site, the Don M4 highway. Two years ago they probably ran out of money. They built it very well and zealously, blocked it for the entire holiday season, and abandoned it two years ago. But this is the central road leading to the Black Sea from Russia. So maybe these 150-200 million should still be spent on completing the construction of this road at least to the village of Dzhubga, putting markings there, removing 40 m/hour signs, and not building roads for someone in the wild mountains, in a nature reserve, in Sochi National Park?!

Elena Rykovtseva : This is not being built for people, but for one person. Rashid from Kazan.

Listener : Every reserve is probably created for something. Either unique plants listed in the Red Book grow there, or wildlife grows there. Why aren't international organizations involved?

Elena Rykovtseva : Svetlana, after all, UNESCO has intervened several times over the years, and UNESCO even managed to somehow influence this situation. What now?

Svetlana Dolmatova : The construction of a “road to the weather station” is not the only problem that the Caucasus Nature Reserve has faced recently. It's no secret that there is lobbying for the construction of a ski complex. UNESCO, of course, was initially against the construction of any objects, because this is the territory of a nature reserve, where current legislation still prohibits the construction of any linear, non-linear and other structures. UNESCO is against the development of territories that have currently received international status.

Elena Rykovtseva : What influence do these organizations have? Well, they are against it. And what? Is this taken into account somehow?

Svetlana Dolmatova : It seems that UNESCO is not an authority for the Russian government. It appears that, unfortunately, this is the case.

Galina Mikhaleva : No international organizations are an authority for our leadership. After Vladimir Vladimirovich found himself in second place on Forbes' list of the most influential people in the world, this will matter even less. Nowadays the principle of realpolitik dominates in the world. Everyone agrees on business and interests. In this case, unfortunately, especially in conditions when we give loans to the European Union, when they are dependent on our energy resources, winter is just around the corner, they don’t even pay attention to any government organizations, let alone public organizations.

Andrey Rudomakha : UNESCO indeed played a very big role in this situation. As already mentioned, it was thanks to UNESCO that the northern road to Lunnaya Polyana was stopped. And there is a UNESCO decision on “Lunnaya Polyana” itself, and it is quite tough. UNESCO recommended that the Russian government use this site only for scientific and monitoring purposes, and not use it for recreational purposes.

Elena Rykovtseva : But it’s not used yet?

Andrey Rudomakha : No, it is in use. Vladimir Vladimirovich rests there occasionally. There is information that Dmitry Anatolyevich was there too.

Elena Rykovtseva : As president, he still has the right.

Andrey Rudomakha : UNESCO's position is very clear and clear on this issue, but so far it has been ignored. And when the UNESCO mission last visited, they were not allowed by helicopter closer than 2 km to the Moonlight Glade. They were not even allowed to look at what was happening with Moon Glade. Because, obviously, Russia is ignoring previous UNESCO recommendations.

Elena Rykovtseva : Despite the fact that at that moment the leaders were not in the Moon Glade, they still didn’t let them in?

Andrey Rudomakha : Yes. There was just construction going on there. UNESCO stated its position on this issue in 2008. It said this was not normal. But nothing has changed. But in order to somehow hush up this scandal, they now don’t even allow UNESCO into the “Moonlight Glade”.
