Rules for the carriage of baggage and hand luggage at Victory Airlines. "Victory" over common sense. Low-cost airline armed itself against customers with calibrators Item 135 fap 82 hand luggage

The Russian low-cost airline continues to attract tickets for 499 rubles. But an experienced traveler will first clarify what is included in this price and what the baggage requirements are. So, there are three main rules for free baggage allowance on Pobeda:

  • any items not prohibited on flight,
  • any weight of hand luggage,
  • things fit into 36 x 30 x 27 centimeters.

Now let's figure it out...

Pobeda: carry-on luggage

The airline allows you to take absolutely any items on board for free. True, it limits their dimensions to 36 x 30 x 27 centimeters. The actual size of carry-on luggage that you don't have to pay for is simply tiny.

The size of a bag with a 15-inch laptop is 40x31 cm, that is, it does not fit!

Larger items will have to be checked in as luggage and paid for. They won't let you take it into the salon. There is a calibrator at the airline counters and at the boarding gate: an iron box with a lid measuring 36 x 30 x 27 centimeters. Your bag should fit in there and the lid should close. Therefore, either travel light or buy luggage.

Remember, not all items can be carried in hand luggage - read our

Life hacks with hand luggage on the Pobeda flight:

  • fly with a soft bag: compacting it into the calibrator will not be difficult,
  • wear as many things as possible,
  • large pockets are a plus, put small things in them,
  • take the laptop out of the bag, insert it diagonally into the calibrator, press things and the bag down on the sides,
  • Practice on the calibrator before boarding your flight.

New rules 2019

From February 18, 2019, on Pobeda flights, free carriage of one piece of hand luggage weighing no more than 10 kg and dimensions 36 x 30 x 4 cm per person returns; in addition to this, you can take any item from the list of federal aviation regulations:

  • A handbag, briefcase or backpack with dimensions 36x30x23cm.
  • Bouquet of flowers
  • Outerwear
  • Medicines and food for a child in flight
  • One suit in a suitcase
  • Baby bassinet when transporting a child
  • Used crutches, cane, walker, rollator, folding wheelchair
  • Products from DUTY FREE with dimensions no more than 10x10x5 cm

Attention! The airline is also maintaining its previous 36x30x27 size rule with no weight limit, leaving you to choose which carry-on baggage rule to use.

Baggage cost at Pobeda

The sooner you pay for your luggage, the cheaper it will cost. Therefore, make a decision when purchasing a ticket. There are two options on the Pobeda website:

checked baggage for 499 rubles weighing up to 10 kg
checked baggage for 1499 rubles weighing up to 20 kg

We recommend adding 10 kg of luggage to your ticket. If you meet this standard by purchasing soap, shampoo, etc. on the spot, the savings will be noticeable. After all, you have to pay extra for the return flight. Independent travelers fly light - get used to it)

For RUR 499 you can buy only one piece of luggage per booking. If you are flying with a group, make several reservations with luggage or limit yourself to 10 kg for everyone.

Please note that items in excess of the free allowance at the check-in desk will cost 2000 rubles, and for excess weight of checked luggage you will have to pay an additional 500 rubles per kilogram.

Flights Pobeda: what else to consider

Selecting a location

If you are flying alone, why overpay. But if you are flying together without choosing a seat, the system will deliberately seat you at different ends of the plane. Decide in advance that you cannot change planes during the flight.

Commission

When paying by credit card, a 2% fee will be charged on the price. Try going to the cashier and paying in cash, but it's not worth it.

Insurance

The checkboxes are checked by default, don’t forget to uncheck them when booking your ticket. If you really need insurance, it’s better to use one of the stores to buy insurance online, for example

In November 2017, the airline announced new rules for the carriage of baggage and hand luggage on its aircraft. The reason was FAP 82 - federal aviation rule:

In addition to the established free baggage allowance and without charging a fee, the passenger has the right to carry the following things if they are with the passenger and not included in the baggage:

handbag or briefcase; folder for papers; umbrella; cane; bouquet of flowers; outerwear; printed materials for in-flight reading; baby food for the child during the flight; cell phone; camera; camcorder; laptop; suit in a suitcase; baby cradle when transporting a child; crutches, stretcher or wheelchair when transporting a passenger with limited mobility.

The items specified in this paragraph (135 FAP 82) are not presented for weighing, are not subject to registration and are not marked with tags.

Therefore, Pobeda abolished its 10 kilogram hand luggage limit and limited only the total volume of items:

For safe placement in the passenger cabin, the maximum total dimensions of Hand luggage and items from paragraph 135 of FAP-82 should not exceed 36 x 30 x 27 centimeters (total size of all items). Carry-on baggage and items from clause 135 of FAP-82 are not limited in quantity and weight, but must fit freely into the Carry-on Baggage calibrator (meter) with the airline logo installed at the airport.

The measurement must be taken before entering the passenger screening area. Carry-on baggage allowances are not cumulative for subsequent passengers and do not apply to children under 2 years of age transported without a separate seat.

Hand luggage, the dimensions of which do not meet the requirements for its safe stowage (clause 9.1 of these Rules), is transported as Checked Baggage with payment of a fee provided for in the fare conditions.

The airline is actively opening new routes. Now you know the secrets of carrying things and are ready for the travel season. Choose the right bag, make a list of things and read about it - you will visit it more than once.

I am a passenger. What has changed for me?

According to the change in the “Rules of Transportation”, the airline reserves the right to refuse to transport you items from paragraph 135 of FAP-82 if they do not fit into the measuring device.

What kind of measuring device?

A measuring device (calibrator or meter) is a metal box measuring 27x30x36 cm. Such calibrators (meters) are used by airlines to quickly determine whether the size of hand luggage corresponds to transportation standards. The Pobeda meter is distinguished by the presence of a metal cover. We wrote about such devices in.

What are these things from paragraph 135 of FAP-82?

Federal aviation regulations establish that a passenger has the right to carry the following items as carry-on baggage in excess of the limit established by the carrier and without charging additional fees:

  • a backpack, the weight and dimensions of which are established by the rules of the carrier, or a handbag, or a briefcase with things included in the backpack, or bag, or briefcase;
  • bouquet of flowers;
  • outerwear;
  • baby food for the child during the flight;
  • suit in a suitcase;
  • a device for carrying a child (baby cradle, restraint systems (devices) for children under two years of age, baby carriage and other devices) when transporting a child, the dimensions of which are established by the carrier’s rules and allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or under the front passenger seat;
  • medications, special dietary needs in the amount required for the duration of the flight;
  • crutches, canes, walkers, rollators, folding wheelchairs used by a passenger and having dimensions that allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or under the seat in front of the passenger seat;
  • goods purchased in duty-free shops at the airport, packaged in a sealed plastic bag, the weight and dimensions of which are established by the carrier’s rules.

And how do I fit the baby stroller and outerwear into the calibrator?

It sounds absurd, but the Pobeda rules state that the stroller and outerwear must fit freely into the calibrator. Otherwise, the carrier may refuse to transport them. True, it is not clear whether they should fit there together or separately.

The arsenal of Pobeda Airlines employees at the Cheboksary airport has been replenished with... the usual line. Now, before boarding, a nice girl can approach any passenger, measure their hand luggage and, if certain size requirements are exceeded, demand to pay a tidy sum. In case of refusal, force is used, including calling the police and removal from the flight. However, not all airlines are ready to agree with this.

“Now, at the request of my client, who suddenly found himself in such a humiliating situation, I am preparing a statement of claim to the court,” a lawyer told Pravda PFO Evgeniy Markov. “He had flown on Pobeda flights before, and he had no problems in this regard. And here he is standing in line to board, an airline employee approaches him Veronica Varfolomeeva and without permission begins to measure his traveling bag. Then she declares that, based on the sum of three measurements, she got 80 cm, and no more than 75 cm is allowed. Therefore, if you please, pay an additional 1.5 thousand rubles. He refused and went to the landing zone, but a policeman came there and demanded that he pay a fine in favor of the air carrier in the amount of 2 thousand rubles. I had to fork out the money, otherwise they would refuse to allow the passenger onto the plane. It is clear that this is not a matter of money, but of principle. We will seek the return of this extortion, as well as compensation for moral damage.”

According to the lawyer, a lot of questions arise about Pobeda’s actions. The same Varfolomeeva wore an airline badge, but at the same time she was an employee of the Representative Agency LLC, which seemed to be collecting money. The behavior of the policeman, who a priori in this conflict took the side of the commercial structure and not its client, also raises serious doubts. The notorious “sum of three dimensions” is also a definite mathematical discovery: neither Lobachevsky nor Euclid knew such a concept.

In response to the complaint of the offended passenger, the answer was very laconic. “The rules for the transportation of hand luggage and baggage, dimensions and weight were established by Pobeda Airlines,” said the acting director of the Representative Agency LLC. Alexander Pobuta. “Your claim for a refund will be considered by the airline commission.” But the decision of this commission is not difficult to predict.

“Pobeda believes that in this case there is no contradiction with the Federal Aviation Regulations, since the law does not establish any requirements in this regard. Quite the contrary, we had to define the concepts of “handbag” and “men’s briefcase” for the sake of objectivity. The requirement for the size of hand luggage is published directly on the website in the “baggage” section of the transportation rules, informs the FrequentFlyers.ru website with reference to the company’s press service. – Pobeda is adopting the best experience of world leaders in the low-cost airline industry. 75 cm fits most handbags and men's briefcases (or laptop cases). And in the near future, special meters for hand luggage will appear at check-in counters.”

Experts note that there is a lot to be said about the best global experience. In practice, everything looks a little different. “Violation of consumer rights by Pobeda Airlines has become systematic. According to information from the Ministry of Transport of Russia, presented to State Duma deputies in March of this year, Pobeda Airlines violated 30 norms of 7 existing regulations. I know what passengers flying with this airline are complaining about: I will face violations on their part,” a State Duma deputy from Chuvashia told Pravda Volga Federal District Alena Arshinova. – After my appeals, checks were carried out. And Rostransnadzor, on February 29, 2016, issued an order to Pobeda to lift its restriction on free carriage of hand luggage in the aircraft cabin, in particular, briefcases and handbags, regardless of shape.”

The deputy notes that Federal Aviation Regulations require passengers to carry a number of things free of charge, including handbags and briefcases, but there are no restrictions on form. However, the airline, through legal challenges in various instances, while losing in court over and over again, continues to delay time, thus making money on not the most affluent consumers. By the way, the airline’s net income at the end of 2016 exceeded 3 billion rubles.

“According to the latest information known to me, the Moscow Arbitration Court did not satisfy the cassation appeal of Pobeda Airlines to cancel the decision of Rostransnadzor,” emphasized Alena Arshinova. – And, as follows from media reports, the airline now intends to appeal to the Supreme Court. On April 4, we met in the State Duma with the head of Rospotrebnadzor Anna Popova. I asked her a question about the violations of Pobeda. She said that Rospotrebnadzor is currently suing this airline on several counts. I hope that in the near future, litigation on these disputes will go through all possible procedures, points will be made, and the airline will be obliged to comply with aviation rules. In addition, I have already held initial negotiations with the parent company, Aeroflot, regarding possible legislative clarifications.”

Pobeda has again changed the rules for carrying hand luggage

Pobeda Airlines has abolished restrictions on the weight of hand luggage and introduced size restrictions into the baggage transportation rules. Some of these rules directly contradict the Federal Aviation Regulations, Travel.ru reports. In accordance with the airline’s rules, “For safe placement in the passenger cabin, the maximum total dimensions of Hand luggage and items from paragraph 135 of FAP-82 should not exceed 36 × 30 × 27 centimeters (the total size of all items). Hand luggage and items from paragraph 135 of FAR -82 are not limited in quantity and weight, but must be freely placed in the hand luggage calibrator (meter) with the airline logo installed at the airport." Calibrators have already been installed at some Russian airports. For an additional fee (up to 2,000 rubles per piece), you can take one more piece of hand luggage or one that exceeds the established dimensions.

In other words, Pobeda requires that all hand luggage plus all free items guaranteed by law (briefcase, handbag, briefcase, outerwear, etc.) “freely fit into a calibrator measuring 36x30x27 centimeters.

The current Federal Aviation Regulations (FAP-82) contain a requirement to carry all absolutely free items in excess of the carry-on baggage allowance established by the airline.

Quote from the rules (Clause 135 FAP 82):
“As hand luggage in excess of the norm established by the carrier in accordance with paragraph 133 of these Rules, and without charging additional fees, the passenger has the right to carry the following things:

– a backpack, the weight and dimensions of which are established by the carrier’s rules, or a handbag, or a briefcase with things included in the backpack, or bag, or briefcase;
- bouquet of flowers;
– outerwear;
– baby food for the child during the flight;
– a suit in a suitcase;
– a device for carrying a child (baby cradle, restraint systems (devices) for children under two years of age, baby stroller and other devices) when transporting a child, the dimensions of which are established by the carrier’s rules and allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or the floor of the seat in front of the passenger seat;
– medications, special dietary needs in the amount required for the duration of the flight;
– crutches, canes, walkers, rollators, folding wheelchairs used by a passenger and having dimensions that allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or under the seat in front of the passenger seat;
– goods purchased in duty-free shops at the airport, packaged in a sealed plastic bag, the weight and dimensions of which are established by the carrier’s rules.”

(Quote from Order of the Ministry of Transport of the Russian Federation dated October 5, 2017 No. 409)

That is, FAPs do not allow the airline to require that these items comply with any additional standards, including size restrictions. Previously, Pobeda had already lost in court in a similar situation, when the airline demanded that free items fit within 75 centimeters in the sum of three dimensions. However, while the legal proceedings were ongoing, Pobeda successfully collected additional payment for “free” hand luggage.

After the introduction of new rules, the airline automatically excluded from the free carry-on baggage allowance most laptops, briefcases and bags in which they can fit, any briefcases, canes and, of course, ski/snowboard boots and helmets - they will not fit into the calibrator under any circumstances .

Photographers and those who are used to traveling with fragile equipment that requires careful handling should also keep in mind the following airline rules:

"The transportation of baggage that must be carried only in the passenger cabin may be agreed upon by the airline in accordance with subclause 13 of clause 25 of FAP-82, subject to the following conditions:
– availability of sufficient free space in the passenger compartment to accommodate it;
– luggage dimensions are no more than 115 centimeters in the sum of three dimensions;
– weight – no more than 10 kilograms.

Passengers intending to use Pobeda's services should study the airline's rules in detail in advance and check in as much as possible in their luggage. Carriage of baggage weighing up to 10 kg costs 499 rubles (1000 rubles if paid at the airport). Baggage weighing 20 kilograms costs 1,499 rubles (at the airport – 3,000 rubles). When paying online, the airline charges an additional 2% commission.

As for the transportation of skis, snowboards and boots, Pobeda allows for an additional fee to transport one set of ski equipment per passenger (a set is considered to be a case with one pair of skis, one pair of poles and one pair of boots with a total weight of up to 20 kg, while on the flight no more than 20 (twenty) sets are provided; advance booking is required when purchasing a ticket. The cost of transporting one ski set is 1,499 rubles when booked through the website, 5,000 rubles when booked at the airport for Russia or 55 euros for foreign airports. flight, except in cases of end-to-end transfer of baggage on airline flights).

Among the ski destinations, Pobeda operates flights to Sochi, Barcelona (Girona), Vladikavkaz, Vienna (with railway transfer from Bratislava), Munich (Memmingham), Nalchik, Milan (Bergamo) and Florence (with railway transfer from Pisa ). At the same time, the average price of a ticket for the Premium package (with baggage and hand luggage included and the ability to change ticket parameters) may exceed the cost of tickets at regular Aeroflot or S7 fares (these airlines carry ski kit for free in addition to the allowed baggage allowance, as well as Meals are provided on board).
