1. Requirements for candidates when entering military service under a contract in military units of the National Guard of the Russian Federation.

In accordance with Article 33 of Section V of the Federal Law of March 28, 1998 No. 53-FZ “On Military Duty and Military Service”, the requirements for citizens entering military service under a contract are established:

A citizen entering military service under a contract must speak the state language of the Russian Federation, as well as meet the medical and professional-psychological requirements of military service for specific military specialties. To determine whether a citizen meets the established requirements, a medical examination and professional psychological selection activities are carried out.

Medical examination of citizens is carried out in accordance with the Regulations on Military Medical Examination. Based on the results of the medical examination, a conclusion is given on the citizen’s suitability for military service in accordance with paragraph 2 of Article 5.1 of this Federal Law; doctors supervising the work on the medical examination of citizens, based on the results of the medical examination, give a conclusion on the citizen’s suitability for military service in the following categories:

A – fit for military service;
B – fit for military service with minor restrictions;
B – limited fit for military service;
G – temporarily unfit for military service;
D – not fit for military service.

A citizen who is recognized as fit for military service or fit for military service with minor restrictions can be accepted for military service under a contract.

Activities for professional psychological selection are carried out by specialists in professional psychological selection in the manner determined by the Regulations on the procedure for military service. Based on the results of professional psychological selection, one of the following conclusions is made on the professional suitability of a citizen for military service under a contract in specific military positions:

A citizen assigned to the fourth category of professional suitability based on the results of professional psychological selection cannot be accepted for military service under a contract.

A citizen entering military service under a contract, in addition to the above requirements, must also meet the level requirements:

education;
qualifications;
physical training.

In accordance with Article 34 of Section V of the Federal Law of March 28, 1998 No. 53-FZ “On Military Duty and Military Service,” a contract for military service may be concluded by:

military personnel whose previous contract for military service is ending;
military personnel undergoing conscription military service and having received a higher education prior to conscription, as well as military personnel undergoing conscription military service and having served for at least three months;
citizens in reserve;
male citizens who are not in the reserves and have received higher education;
female citizens who are not in reserve.
The first contract for military service can be concluded by citizens aged 18 to 40 years.

2. The procedure for selecting candidates for military service under a contract from among citizens not in military service and military personnel undergoing military service upon conscription into the troops of the National Guard of the Russian Federation.

The basis for registering citizens as candidates is their applications submitted to military units, filled out in accordance with paragraph 2 of Article 5 of the Regulations on the Procedure for Military Service, approved by Decree of the President of the Russian Federation of September 16, 1999 No. 1237.

Military units register and accept for consideration applications from citizens who have expressed a desire to enroll in military service under a contract.

The commander of the military unit reviews the accepted application and gives instructions on conducting a medical examination, measures for professional psychological selection, checking the compliance of the level of education, professional and physical training with the requirements established for those entering military service under a contract.

An application from a citizen who has expressed a desire to enter military service under a contract may be returned by the commander of a military unit on the grounds provided for in paragraph 5 of Article 5 of the Regulations on the procedure for military service, approved by Decree of the President of the Russian Federation of September 16, 1999 No. 1237, for the following reasons :

if he does not have citizenship of the Russian Federation;
if on the day of concluding the contract his age does not meet the requirements of the Federal Law, and also if this person does not have the right to enter into a contract in accordance with the Federal Law;
when convicting him and imposing punishment, conducting an inquiry, preliminary investigation against him or transferring a criminal case to court;
if he has an unexpunged or outstanding conviction for committing a crime;
if this person was serving a sentence of imprisonment;
if this person is subject to administrative punishment for the consumption of narcotic drugs or psychotropic substances without a doctor’s prescription or new potentially dangerous psychoactive substances (before the end of the period during which this person is considered subject to administrative punishment).

Along with the application, in accordance with paragraph 3 of Article 5 of the Regulations, citizens present a document proving their identity and citizenship and submit:

a completed and signed application form for those entering military service under a contract;
an autobiography written in your own hand in free form;
a duly certified copy of the work book (if available);
duly certified copies of documents confirming professional or other education;
duly certified copies of marriage and birth certificates of children (if any);
two photographs measuring 3 x 4 cm (only for citizens who are not in reserve and female citizens);
a photograph measuring 9 x 12 cm (the last name, first name, patronymic and date of photographing are indicated in ink on its back; the photograph is certified by the commander of the military unit and the official seal of the military unit);
a duly certified copy of the birth certificate;
extract from the house register.

A citizen can submit a reference from his last place of work.

The grounds for refusing a candidate entering military service under a contract to conclude an appropriate contract with him are:

the absence of vacant military positions in the military units of the National Guard of the Russian Federation according to the candidate’s training profile or the military specialty he received;
decision of the certification commission of the military unit, approved by the commander (chief) of the military unit, on concluding a contract for military service with another candidate based on the results of a competitive selection;
decision of the commission of the military commissariat or the certification commission of a military unit on the non-compliance of a candidate entering military service under a contract with the requirements established by this Federal Law.

A contract for military service cannot be concluded with citizens in respect of whom a conviction has been made and who have been sentenced, in respect of whom an inquiry or preliminary investigation or criminal case has been submitted to the court, citizens who have an unexpunged or outstanding conviction for committing crimes serving a sentence of imprisonment.

If a citizen is denied a contract for military service, he has the right to appeal this decision to a higher authority, the prosecutor's office or court.

How to become a Russian Guard member

Civilians and military personnel can become contractors. In both cases, candidates submit an application to the commander of the military unit. The decision to sign a contract with an applicant remains at the discretion of the unit commander. If there are no contradictions to entering contract service, the citizen/soldier is given a referral to undergo a medical commission, psychological tests, and pass physical training standards.

Important! An application for signing a contract may be rejected if there are no vacant positions in the state, the applicant does not meet the general requirements: lack of citizenship, criminal record, health group, etc.

If the applicant is a woman

Girls enroll in the Russian Guard on a general basis: they provide the established list of documents, write an application, undergo a medical examination and pass physical training tests. Here it is necessary to clarify that not all vacant positions can be filled by female military personnel.

By call

There are standard rules that are relevant for all Russian citizens of military age. In particular, young people undergo a medical examination at military registration and enlistment offices, and based on the results of the examination, conscripts are assigned to military units and formations.

Selection criteria for the Russian Guard

In addition to a medical examination and passing psychological tests, candidates pass physical training standards in three main disciplines:
  • passing the control and assault strip within a certain time;
  • pull-ups on the horizontal bar at least 30 times;
  • passing the shooting standard.

What documents will be required

The required package of documents includes:

  • statement;
  • Russian passport;
  • diploma of education;
  • military registration documents;
  • work book, except in cases where the document is lost or the citizen gets a job for the first time;
  • TIN;
  • written consent to access information classified as a state secret;
  • certificate of family income and property obligations.

One example of absurdity is sucking money out of military personnel for the benefit of military units. We had such a policy in our unit. If needles and threads run out while on duty, the orderly buys them at his own expense. For burnt out light bulbs, broken items in the toilet ( for example, taps) is paid by the company duty officer. There was a case when the wind broke the window glass, and the sergeant bought a new one at his own expense. At the dog center, all contract workers chip in for a missing or broken bowl. Once the whole platoon, including conscripts, chipped in for new cuttings for shovels and brooms. Economic package ( which cannot be used, it is for show), notebooks and a pen are required for every serviceman, but be kind enough to buy them at your own expense. The officers told us this: “Why are you given monetary allowance? Yes, so that you can buy essential things and not go out and eat.”. [Chepok is a soldier's teahouse on the territory of a military unit. Red.] I had the imprudence to ask a couple of times: “Why are they paying you a salary?”. My poor cockade. Salary in our unit: conscript - 1000 rubles, corporal - 1300 rubles.

There was also a certain quota of toilet paper and soap, but there was always not enough of it, and again, you had to buy it at your own expense. Moreover, the cap runs out quickly, you need to have time to buy it.

I was never given the required second pair of boots. Fortunately, they left the demobilization. The ankle boots wear out quickly; these are not Soviet tarpaulin boots. One comrade in my unit changed 5 pairs in a year. I wore out three pairs and that was because I sewed them up often. Boots get wet, so hyperhidrosis is very popular, and here it is better to get an ointment so that your feet do not stink and do not interfere with sleep. That is, if the uniform is worn out before it should be, “find, steal, give birth, buy,” but it must be in proper condition.

You can write a separate article about Yudashkin’s form. This is obvious sabotage! I'll say it briefly. This is not the old Soviet one. You freeze in winter and sweat in summer. It doesn't breathe and is very uncomfortable. Threads are constantly sticking out of it, and it often breaks. They must be burned carefully, because the form burns well.

On the study of military affairs and physical education

During the year of service, I fired a machine gun 10 times with 10 rounds, and once at night shooting. Not every one of my peers can boast of this! In our unit there are sergeants who cannot do pull-ups on the horizontal bar.

We had a secret corner in the dog center, created by previous calls. There were parallel bars, two barbells, a punching bag, benches and dumbbells. We ran there when we had a rare free minute. The officers did not go there because it was located next to the women's toilet. It's a pity, but our secret corner and regular sports activities quickly ceased. It was discovered by female sergeants and all the simulators were removed from there.

In a day we need to do: paint, whitewash, pluck grass, carry heavy things, feed and water the dogs, clean up after them. When half the platoon is in uniform, and four dogs are assigned to you, then even with great desire and enthusiasm there is no time left to engage in sports. And I constantly want to sleep because of my outfits. There is little free time: before and after dinner. It happened that we were driven out to the stadium to make faces for show, but I don’t even want to comment on that.

About dogs

Hardly a tenth can do what it's supposed to do. We have several show dogs in the unit for all kinds of checks, competitions and excursions ( a kindergarten and a school sometimes came to visit our military unit). The rest are for show. And sometimes it comes to complete insanity. I had a dog in my platoon with its head on its side (disabled); you couldn’t even put a collar on it. I asked the officers why we were feeding this dog, because she is disabled and can’t do anything. They answered that they had sent a request to Moscow for permission to euthanize disabled people, but they ignored it, and without permission it was impossible.

There is simply no time to train dogs! And there is no desire, especially among conscripts. The whip is a so-so incentive. If a soldier has the opportunity to rest, take a nap for a minute or be glued to his phone (which are prohibited, but everyone still has it, despite the bustle), he will do it, despite the risk of being punished.

Briefly about the routine of a typical day

Wake up at 5:45, morning toilet - and to the dog center. There you are supposed to walk the dogs for 15 minutes, but it was rare that we were able to get us to walk them for more than 5 minutes. If the person on duty at the center was absent or didn’t care, then the dogs might not be walked at all. Still, there is not enough time for a full walk.

Then they went to breakfast at 8:00, after which divorce. There is also some insanity here. If there is dog excrement in the enclosure, it means that the lazy soldiers did not clean it up in the morning.

Then lunch at 14:00. After another divorce. Usually they were not carried out quickly, because on it the unit commander must not only give predictable tasks to each platoon, but also emotionally, with introductory words, explain to each contract soldier how bad he is and why.

And if an inspection is planned, then there is no time for training with dogs. This is where the “work” begins. Some of it needs to be licked thoroughly. But this is the topic of a separate article, because there are so many absurd moments that can be told here that there is enough for a book. Painting the grass is just the tip of the iceberg!

About dog nutrition

I don’t know how and by whom the norms are calculated, but dogs usually don’t eat even half of it. I have to throw it away because... The food cannot be reused, and there is nowhere and no need to store it. Dogs up to 3 months were fed milk, from 3 to 6 months - porridge ( with meat, eggs), from 6 months - dry food. Every day, a leg of beef, a bag of dry food, milk, eggs, cereals, and fish were brought to the center from the warehouse. About half of this stuff will be in the trash by evening.

About the nutrition of soldiers

This is ambiguous. Some ate enough, while others did not. Soups, cereals, mashed potatoes, eggs, butter, etc. There was almost never any meat! Veins, lard boiled in soup, but not meat.

But what really infuriated me was that They didn't give me anything to drink. They pour half a mug - be satisfied. In the summer, okay, at least a flask helps, but again, not without absurdity. The flask should always be full, and immediately after the dining room there is a check-out where the appearance of this flask is checked. There are washbasins in the dining room, but there is almost always no water there, only before inspections. If you were lucky, you got water in the center from the taps from which we pour water for dogs. If you’re unlucky, they usually “pierce the kidney” with a flask. And that's not the worst part! It happens that they give you burnt compote in the dining room, which will make you spit. They give juice, but very rarely. Once they gave me juice with bleach.

There was another incident with bleach when the water in the unit was turned off. A car came with a barrel to give us something to drink, so someone was smart enough to throw bleach in there. I don’t care, I always drank from the tap in the washbasin, because the water there is not so nasty.

We didn’t have any buffets or other fairy tales from the federal media. The commandant's company is in charge of the canteen. The conscripts are busy slicing bread, peeling potatoes and washing floors. Contractors prepare food.

In the evening you can ask the responsible officer to wear a cap. The only place where there were civilians. It’s dangerous to go there alone, we ask for time off as a group. Three times I came across a group of non-Russian guys who were begging for money. The first time they stood up, a contract soldier from my unit arrived on time. The second time I ran away. And on the third, as they say in the army, he “believed in himself” - he barked at them, and they fell behind.

About the spirit of camaraderie

Theft and sneaking are very developed. Contempt for superiors, combined with sycophancy, is present at all levels of the military hierarchy. And at least half of the military personnel are guilty of this. Compatriotism and national chauvinism are very well developed, which often develops into clashes with non-Russian colleagues. Gender inequality is pronounced. Female sergeants have significant privileges and concessions. They take advantage of this and can tell on you if you don’t please them in some way. This is especially true for conscripts.

About the officers

They generally do not shine with intelligence and decency. So, out of twelve officers in my unit, only four were adequate and competent ( in my subjective opinion). Officers deal with all sorts of nonsense like bureaucracy. They have no time to educate and train soldiers. Yes, and there is no desire.

We had one officer who was a rare scumbag. He loved to hit them in the face at the slightest provocation, mock soldiers in every possible way, humiliate and insult them. Sometimes he forced me to run right after the dining room, etc. He indulged his ego and sadistic inclinations in every possible way. Four times the conscripts in full force refused to carry out his mocking orders.

Not all officers sympathize with the current government, but they are afraid to talk about it openly. Although from time to time there are notes of anger towards the government. Once upon a time, one officer poured out his soul to me and said that this was not the army he wanted to serve in when he went to school. Similar thoughts sometimes popped up among other officers.

As I understand them. I also joined the army voluntarily, having listened a lot to my comrades who served in the Soviet army. For me, service is a family tradition. A kind of initiation rite. But now no one gets what they expect from her. Now the army is not an army, but a circus of the absurd.

In the armed forces, all the ills of society appear in a more obvious and exaggerated form. During my service, I realized this and was horrified by how much in our country the minds of people are poisoned by chauvinism, stereotypes and prejudices.

Now imagine that a war has begun. How will such armed forces, which are rotten by bureaucracy, nationalism, selfishness, careerism and other ailments, fight?

What is the period for reviewing an application for admission to the service?

The authorized person, within a period of one to three months from the date of acceptance of the application, carries out a procedure for checking the data provided by the citizen, after which, if no questions arise, he gives a referral for psychophysical and medical examinations, as well as for a testing procedure for professional psychological selection.

If there is a delay in the process of verifying the authenticity of a citizen's data, he will be notified in writing. The maximum delay period is 1 month.

Each employee in the structure will be provided with housing, and children will be admitted to educational institutions out of turn and on preferential terms. Powers of the Guardsmen

Compared to other paramilitary forces, National Guard members have a number of exceptional powers. For example, the ability to use weapons without warning is permitted only in cases where delay would cost the life of a military personnel or civilians. If there is no such threat, then the fighter must first warn about the use of firearms. Armored vehicles and water cannons are only allowed to be used in emergency situations, such as repelling an attack or freeing hostages. During street protests that turn into riots, fighters have the right to use force, using rubber batons, gas grenades, handcuffs and equipment to destroy barriers. Officers can also check documents, detain citizens for no more than three hours, and draw up reports of administrative violations. Conducting counter-terrorism operations, the Russian Guard can restrict road traffic, use citizens' cars and detain people who violated curfew.

The Russian Guard is a paramilitary executive body formed by order of the Supreme Commander-in-Chief of the Armed Forces of the Russian Federation. Another name is the National Guard. The structure is formed on the basis of:

  • internal troops of the Ministry of Internal Affairs;
  • SOBR and OMON detachments;
  • private security;
  • TsSN SOR and aviation (center of special forces and rapid response).

The TsSN SOR includes the legendary detachments “Lynx” (SOBR), “Bison” (riot police force), “Yastreb” (aviation special forces), stationed in Moscow and the capital region. The main tasks of the Russian Guards

The National Guard troops are directly subordinate to the Supreme Commander-in-Chief of the Russian Armed Forces. The activities of a paramilitary structure are determined by Federal Law. The intended purpose is to protect the security of society and the state.

To ensure the goal, the Russian Guards perform the following tasks:

  • fight against terrorist and extremist organizations, participation in counter-terrorism operations;
  • protection of public order (public order);
  • protection of government facilities, sensitive facilities and cargo of special importance;
  • participation in military operations to protect the territory of the Russian Federation;
  • assistance to FSB officers and border troops in protecting the Russian state border;
  • ensuring the organization of emergency situations and martial law;
  • supervision over the implementation of state laws in the field of arms trafficking, the activities of private security companies (private security companies) and private detectives;
  • ensuring the safety of representatives of government bodies (by personal order of the President).

Convoying and protecting prisoners and persons under investigation is not the responsibility of the National Guard. Unlike the active army, which is stationed in four Military Districts, the territorial division of the Russian Guard is eight districts: North Caucasus, Siberian, Ural, Southern, Eastern, Central, United North-Western and Volga.

Basic requirements for applicants for service in units of the Russian Guard

To serve in National Guard units on a contract basis, you must be between 18 and 31 years old. The applicant must have conscripted military service behind him. Priority is given to candidates who served in the airborne troops, special forces, marines, and border troops.

An additional advantage will be work experience (in a civilian position), or length of service in rank, in law enforcement agencies and security forces. Police officers applying for a place in the ranks of the Russian Guard are not required to pass qualification exams.

For other candidates, qualifying activities include:

  • examination by a medical commission with assignment of fitness category “A” (sometimes “B” category is allowed);
  • psychological testing for stress resistance and adequacy;
  • passing physical fitness standards.

The gender of the applicant does not matter. Female representatives are allowed to serve on an equal basis with men, and in accordance with identical requirements. For Russian Guards girls and women, positions are provided in medical, printing, photogrammetric units, and communications units.

Procedure for a conscript wishing to serve in the National Guard

To become a member of the National Guard, and not to serve in the active army, a young man of military age must:

  • apply to the military commissariat at your place of registration;
  • fill out the questionnaire form;
  • write an autobiography separately (sheet format A-4);
  • sign consent to verify personal information.

The application is accompanied by a package of documents, including:

  • passport and copy of the document;
  • certificate of secondary education, or diploma from a technical school/college/university;
  • registration certificate from the Military Commissariat;
  • work book (if available);
  • TIN and a copy of the document;
  • driver's license (if available).

After submitting documents, security services are engaged in identity verification. The procedure can take 1-3 months, so you need to take care of submitting documents well in advance of the start of the conscription campaign. If the issue is resolved positively, the young man is sent for a medical examination, psychological testing, and physical fitness standards.

Possible reasons for refusal:

  • presence of problems with the law (criminal record);
  • participation in events aimed against state interests;
  • neuropsychological discrepancy;
  • having dual citizenship.

The grounds for refusal are unconfirmed medical fitness or inability to meet physical fitness standards.
