“A city is being built in Kudrovo for 80,000 residents; in fact, 40,000 already live,” the chief architect of the Leningrad region, Evgeny Domrachev, outlined the scale of the problem.

The developer of the preliminary PPT, “Studio-38,” complains about the lack of space for placing the transport hub: it has to be “fitted” into the 1.8 hectares occupied by the garage cooperative. 50 hectares around the site have already been developed by housing developers. The approved planning project should serve as the basis for the purchase of land from garage owners.

For now, the PPT sketch has been sent for revision. Members of the City Council did not see in it “interconnection with the objects of the city road network and railway.”

Documentation on the planning of the territory for the future placement of a transport hub (TPU) Kudrovo was presented at a meeting of the City Council of the Leningrad Region by Studio 38 LLC Konstantin Shcherbina. The customer of the work was the ANO “Directorate for the Development of the Transport System of St. Petersburg and the Leningrad Region.”

According to the project, the designers connected the future vestibule of the Yugo-Vostochnaya metro station (Kudrovo), the bus station, turning circles and public transport stops, interceptor parking, as well as the future junction of two platforms of the Oktyabrskaya Railway (the Zanevsky Post stop) into a single unit.

The hub itself will resemble a cross. In its southern part there will be an above-ground metro vestibule. From west to east of the “cross” there will be a through passage that will lead users of the structure directly to the Mega-Dybenko hypermarket. A bus station for international flights will be located in the northwestern part, and parking lots for public transport and regional minibuses will be located in the southwest. In the center of the “cross” there will be a high-rise business center. In total, over 7 billion rubles of investor money are expected to be invested in the implementation of this large-scale project by 2021.

As Mr. Shcherbin said, practically the only free plot of land in the microdistrict is allocated for transport hubs. The design area is 52 hectares. The node itself will occupy 8 hectares, that is, 3 plots.

According to Konstantin Shcherbin, several garage cooperatives are now located on this territory. However, all the land under them is state property, so the authorities can seize it at any time. Deputy Chairman of the Government of the 47th Region Mikhail Moskvin found it difficult to clarify the status of the lands, as well as the prospects of providing citizens with compensation at public expense. At the same time, the official said that there were a huge number of comments on the transport hub project already at the first stage. Including from the Committee of Natural Resources of the Leningrad Region, from environmental supervision, the Ministry of Emergency Situations and power engineers, as well as the transport department.

The fact is that the designers proposed placing the junction itself on an area bounded by the Kola highway in the south, the Mega-Dybenko hypermodel in the east, and the railway on the border with St. Petersburg in the west. As Mr. Moskvin explained, with this location of the facility, it remains unclear how 80% of the residents of Kudrovo will be able to use the transport hub without getting to it by personal vehicle. As it turned out from the designers’ explanations, to do this, “horseless” citizens will have to cross Tsentralnaya Street, along which up to 70% of the traffic flow from Kudrovo is already moving.

The second claim turned out to be more significant. As noted by the head of the Committee on Architecture and Urban Planning, Evgeniy Domrachev, the project does not provide for a clear division by stages, implementation deadlines and areas. “We know that the metro will come to Kudrovo. For this purpose, a tunnel has already been built from the Dybenko metro station, but no one knows when exactly this will happen. How are we going to present such a project to an investor? We must remember that only the metro requires at least 2-3 hectares to be reserved for its needs. In addition, there are still no clear plans from the Railways,” the official emphasized. As First Deputy General Director of ANO Mikhail Gromov added, regular negotiations were held with ORD the day before, but a final decision regarding the location of the platforms in this zone has not yet been found.

According to the official, these same companies can participate in the construction of transport hubs. And regional and international road carriers are ready to invest in the construction of the bus station, from which the implementation of the entire project will begin. Finally, Russian Railways traditionally build their platforms themselves as part of investment programs.

Nevertheless, the project, which was considered by the City Council quite recently with victorious reports, was rejected and sent for revision. As the designers themselves reported, according to the contract, all design decisions must be agreed upon by June 1, 2017.

The regional government hopes to build the facility with the help of investors' funds. However, the latter are not yet available. As the press service of the Leningrad region administration clarified, the authorities want to prepare all the necessary documents for the arrival of the investor. In addition, a sketch of the transport hub layout is necessary in order to link the entire Kudrovo street and road network into a single traffic management scheme in order to understand in which direction to work further.

Its director, Kirill Polyakov, told Kommersant that since the appearance of a metro in Kudrovo cannot be expected in the next five to seven years, the planning project includes the comprehensive development of all types of transport. “TPU is not only a metro, but the organization of movement of all types of transport, including railway. According to Vladimir Valdin, an expert at the Municipal Public Organization "City and Transport", there is no point in having a metro station in the Kudrovsky transport hub. But the expert doubts that the subway will come here in the next 10-15 years. It is worth noting that the construction of the metro in Kudrovo began in the late 1980s - after the Ulitsa Dybenko station, about a kilometer of tunnel was built, but in the end, due to lack of funding, the tunneling was frozen. “The most expensive part in metro construction is the construction of a station. In Kudrovo, difficulties may arise with the alienation of land, since this will be a facility at the junction of two federal subjects,” noted Vladimir Valdin.

According to him, the idea of ​​a transport hub as a kind of transport solution is quite dubious and is more like a “trade and business hub”, where the main goal is to make money on trade. But in Kudrovo there is “Mega Dybenko” and, according to the expert, it makes no sense to build additional commercial space here. “What kind of improvement in transport communications can a stop provide? A transfer is convenient if it is distributed. But the transport hub contradicts this,” added Mr. Valdin.

At the same time, Kudrovo is being actively built up and needs to improve transport connections with St. Petersburg more than ever. According to Olga Trosheva, head of the Petersburg Real Estate CC, ten residential complexes are under construction in Kudrovo. The market volume is about 800 thousand sq. m. m of housing. The authorities of the Leningrad region understand that the metro will not come to Kudrovo soon, so they decided to spread straws for themselves. IKEA needs a normal entrance to the MEGA Dybenko shopping complex, so the company is ready to invest about 700 million rubles in the interchange. But it is still logical to connect the shopping center to the Kudrovo road network, and not vice versa. That is, the transport needs of the village residents, not businesses, should come to the fore. However, the authorities hope to combine both PPTs by calculating and planning vehicle flows for the entire territory up to the Ring Road.

Let us remind you that the Kudrovo transport hub, in addition to the metro station west of the MEGA Dybenko shopping center, assumes the appearance of a railway platform south of Kudrovsky Proezd, a parking lot for minibuses, a bus station, and an intercept parking lot. It is expected that by 2030, about 75,000 passengers will pass through the transport hub every day, and 147,000 people will use the metro station to enter and exit.

For the normal functioning of the transport hub, it is necessary to build before 2025 the second stage of the interchange with an overpass across the Kola highway, the continuation of Stroiteley Avenue to Murmanskoe Highway, a directed exit towards it from MEGA Dybenko and a local driveway to separate the flow of cars traveling along the Kola highway. to Kudrovo, from transit transport.
